In a conference hall of the State Migration Service, it was held a ceremony of handing the passports to persons being admitted to the citizenship of Turkmenistan in accordance with the relevant Ukase of President Gurbanguly Berdymuhamedov.
The event was preceded by an International meeting on the theme Successful experience of Turkmenistan in the reduction of statelessness, which gathered in the conference hall of the Ministry Foreign Affairs Turkmen diplomats, heads of diplomatic missions accredited to the country, the heads of several departments.
Representatives of international structures expressed confidence that the positive experience of Turkmenistan would find its application in other states. Speakers of the Regional Representative, Regional Coordinator of UNHCR for Central Asia Ms. Yasuko Oda, Regional Coordinator of Sub-regional office of the International Organization for Migration in Central Asia, head of IOM office in Kazakhstan, Kyrgyzstan, Turkmenistan, Uzbekistan Mr. Dejan Keserovic highly appreciated the activity of Turkmenistan in decision of modernity problems, including in the field of migration. It was noted the importance of Turkmenistan's neutrality as a guarantee of stability, protection of national interests, and evolution factor of equitable relationship.
As it was noted by national experts, Turkmenistan, being one of the first states in the region, begins to devote emphasis to the consolidation of international efforts on refugees' and stateless persons' problem solution. Since 1995, the Office of the UN High Commissioner for Refugees has run in Turkmenistan. Since 2013, Turkmenistan has been a permanent member of the International Organization for Migration. The work is focused on the protection of migrants', refugees', stateless persons' rights, dozens of projects and programs are carried out in this area.
Turkmenistan joined the UN Convention On Refugee Status and its Protocol, UN Conventions On Status of Stateless Persons, On Reduction of Statelessness. During the independence years, the national legislative framework has been enriched by laws On migration, On citizenship, On refugees, regulating the legal status of migrants, refugees and stateless persons and guaranteeing their rights and freedoms. Ashgabat has repeatedly hosted representative forums, dedicated to humanitarian topics.
In 2005, more than 13 thousand persons, among them almost 9 thousand 500 people � refugees, were admitted to the citizenship of Turkmenistan on a voluntary basis. More than 3 million people received a residence permit, including 1800 refugees. In 2011 and 2013, four thousand people were admitted to the citizenship of Turkmenistan. In 2014 � 786 people. In 2015, 361 people, permanently residing in the territory of the country and without citizenship, received passports. An important step in this direction was the head of state Gurbanguly Berdymuhamedov's Ukase signing on December 9, 2016 on granting the citizenship of Turkmenistan to 1,381 persons.
Resolution of the President of Turkmenistan put into action new samples of identity document and travel document of a stateless person and a refugee, a residence permit. These documents meet the ICAO standards (International Civil Aviation Organization). Refugees, arrived in the country, have been accommodated, they are provided with jobs, while in rural areas land plots are allocated for them, these people's housing and social issues are being solved.
Speaking about prospects for cooperation with UNHCR and IOM Regional Representative Office, speakers noted that currently, it is conducted a work on the action plan for 2017, which covers such areas as: migration and development, migration and healthcare, migration and emergencies, migration and human trafficking.
