A joint meeting of the chambers of the Parliament of Turkmenistan on the issues of modernization of the legislative sphere was held

In Ashgabat, under the chairmanship of the speaker of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov, a joint meeting of both houses of the country's parliament - the Halk Maslakhaty and the Mejlis, was held, dedicated to the tasks of improving the work of the legislative system of the state.

Speaking at the meeting, Gurbanguly Berdimuhamedov noted that since Turkmenistan gained independence, the system of public authorities has been modernized on a regular basis in accordance with objective realities.

“Two years ago, as part of the modernization of the system of public authorities, we transformed the national legislative body - the Parliament - into the Milli Gengesh of Turkmenistan, consisting of two chambers - the Halk Maslakhaty and the Mejlis. Today they are successfully fulfilling their functions,” said the head of the upper house of parliament.

According to him, in the light of modern transformations, there is a need for consistent improvement of the structure of the legislature, which should be carried out on the basis of real demands of the time. In this regard, Gurbanguly Berdimuhamedov put forward a proposal to create the highest representative body of people's power - the Halk Maslakhaty of Turkmenistan.

“In connection with the creation of the Halk Maslakhaty of Turkmenistan and granting it broad powers, including considering and approving proposals on the adoption of the Constitution of Turkmenistan and constitutional laws, making amendments and additions to them, the Halk Maslakhaty of the Milli Gengesh is abolished,” Berdimuhamedov said.

He stressed the expediency of reorganizing the Milli Gengesh of Turkmenistan (parliament), which exercises legislative power in the country, into a unicameral legislative body - the Mejlis of Turkmenistan.

“It will be right if the newly created Halk Maslakhaty of Turkmenistan includes the chairman of the Halk Maslakhaty of Turkmenistan, the president of Turkmenistan, the chairman of the Mejlis, the chairman of the Supreme Court, the secretary of the State Security Council, deputies of the Mejlis,

members of the Cabinet of Ministers, Ombudsman, Prosecutor General, Minister of Adalat (Justice), hyakims (heads of administrations) of velayats (regions), etraps (districts) and cities, chairmen of the Halk Maslakhaty of regions, districts and cities, archins (heads of local authorities) of cities and settlements that are the administrative centers of the regions, heads of political parties, trade unions and other public associations,” Gurbanguly Berdimuhamedov said.

According to him, the powers of the Halk Maslakhaty of Turkmenistan may include: consideration and approval of proposals on the adoption of the Constitution of the country and constitutional laws, making amendments and additions to them, consideration and approval of the main directions of the domestic and foreign policy of the state, programs of political, economic, social and cultural development of the country, listening to the annual messages of the President of Turkmenistan, consideration of issues of peace, security, etc.

Meetings of the Halk Maslakhaty are convened as necessary, but at least once a year by its chairman or at the suggestion of one third of the total number of members of the Halk Maslakhaty.

After that, the participants of the meeting spoke, who supported the proposals of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan.

In conclusion, the chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, and the chairman of the Mejlis of the Milli Gengesh of Turkmenistan, Gulshat Mammedova, signed a resolution. The document provides for an appeal to the President of Turkmenistan with a proposal to abolish the Halk Maslakhaty Milli Gengesh of Turkmenistan and reorganize the representative body exercising legislative power into the Mejlis of Turkmenistan, consisting of one chamber.

Also, the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, signed a resolution on the establishment of the Constitutional Commission for the development and generalization of proposals in connection with the introduction of amendments and additions to the Constitution of Turkmenistan.

In addition, the constitutional commission was instructed to prepare and, in accordance with the established procedure, propose to the upcoming joint session of the chambers of parliament with the participation of members of the public the draft Constitutional Law of Turkmenistan "On Amendments and Additions to the Constitution of Turkmenistan" and the Constitutional Law of Turkmenistan "On the Halk Maslakhaty of Turkmenistan" for their consideration and adoption. .

Gurbanguly Berdimuhamedov also said at the meeting that the next joint meeting of the Halk Maslakhaty and the Mejlis Milli Gengesh would be held within 10 days.
