President of Turkmenistan Gurbanguly Berdymuhamedov held an expanded meeting of the Cabinet of Ministers, which was dedicated to summarizing the results of work of the Government in the past year. Vice-premiers, ministers and heads of regional administrations have presented their reports; decisions on matters cadres have been made. The objectives of socio-economic development of the country in 2017 have also been identified.
Macroeconomic indicators of socio-economic status of the country have been announced, and reports on the execution of State Budget in 2016 and implementation of national programs, including the five-year program for development of industries and increase of production of import-substituting goods and export of domestic products have been represented.
As has been noted during the meeting, the GDP of Turkmenistan's economy has grown by 6.2 percent in 2016, the amount of wages in large and medium-sized enterprises � by 9.2 percent. Revenue part of the State budget plan was 102 percent, and expenditures totaled 86.5 percent, more than 80 per cent of the budget was used to finance the social sphere.
The revenue of local budgets is at the level of 8.3 billion manat and expenditures - 7.7 billion manat. In accordance with the main directions of development of industry in provinces, so far 210 objects have been built and 110 are still under construction. As part of the program on reforming rural areas, 53 objects have been constructed, construction work still continues on 58 objects of social and cultural destination.
In accordance with the state program for production of import-substituting goods in Turkmenistan and capacity increase in export, 6 objects have been constructed in 2016, on 58 - construction work has already started, and 57 are on the stage of development of construction documents.
In general, the volume of production in the industrial sector reached 59.4 billion manat, of which 53 percent is accounted for by the non-governmental sector.
Positive trends are also observed in agriculture. In 2016, 1,604,500 tons of grain has been harvested. Planned obligations on cotton harvest have been performed at the amount of 1 million 71 thousand tons. In comparison with 2015, more rice, potatoes, melons and vegetables have been harvested. The growth of meat production was also attained.
The volume of freight carried out by all modes of transport has grown, and the amount of income for services rendered to the population in the sphere of communications has increased by 4.4 percent in comparison with 2015.
The volume of imports to GDP ratio in the period from January to November 2015 amounted to 38.8 percent, and decreased by 36.8 percent for the corresponding period in 2016. In the future, the share of investment in fixed assets in GDP will be provided at the level of 47.4 percent.
It was noted that in the course of exploration work, conducted by the State Corporation Turkmengeologiya, commercial gas inflow has been identified on perspective areas in Halkabat and Chelekbay. Investments utilization plan by oil and gas enterprises has been implemented at 155.8 percent.
The construction of the Turkmenistan-Afghanistan-Pakistan-India Natural Gas Pipeline continues in accordance with the approved schedule. Chemical complex for production of polyethylene and polypropylene in Kiyanly village and natural gas to gasoline production facility in Akhal province are being constructed at accelerated pace.
Turkmenbashy complex of oil refineries completed the construction of polypropylene film plant, and Seydi oil refinery � capacities for production of high-quality gasoline. Currently, these facilities are being commissioned.
The Head of state has signed a decree On approval of Provision on State Concerns Turkmengaz and Turkmennebit, and ordered to expedite activities on broad introduction of internationally accepted norms and rules to the Energy Management System.
President Gurbanguly Berdymuhamedov has also made a number of personnel decisions and shifts, appointing new heads of State Concern Turkmengaz, Ministry of Public Utilities and hakimlik of Ashgabat city. M. Nurmammedov has been appointed to be the Managing Officer in Presidential Apparatus and the Cabinet of Ministers. President has appointed D. Amangeldiev to the post of Deputy Chairman of the Cabinet of Ministers on construction, energy and utilities.
President Gurbanguly Berdymuhamedov noted saturation of domestic market with domestic goods and increase in the volume of export production as priorities in the field of industrial development. Focusing on the importance of the construction of residential facilities, President Gurbanguly Berdymuhamedov emphasized that housing issues for persons with disabilities and persons in need of special social protection, should be taken under strict control by all state managers.
It was reported during the meeting that over the past year the country was put into operation 35 educational institutions, including 17 secondary schools with overall 9540 places, 16 kindergartens with 2970 places. In 2016 we have successfully implemented the objectives envisaged in Saglyk State program. Subsequently, measures were taken for the development of sports and mass sports and recreation movement in the country. Multiple works in preparation for the Asian Games 2017 continue. It has been reported that in 2016 the number of visitors to museums in the country has increased significantly and a unified e-Library System has been implemented.
It was noted that in 2016 President Gurbanguly Berdymuhamedov has held a series of meetings with the top leadership - the heads of states and governments of foreign countries, according to the results of the aforementioned discussions, 138 bilateral documents have been signed.
According to the results of the reports, given by heads of regions during the meeting, the Head of State has adopted a number of personnel decisions. A number of governors of districts have been dismissed and new ones appointed, some of districts' managers have been reprimanded for failure to fulfill contractual obligations on cotton production.
President of Turkmenistan has freed D. Durdyev from the post of hakim of Balkan province for serious shortcomings in his work. Given the existing extensive experience of S. Satlykov in this area, President Gurbanguly Berdymuhamedov appointed him hakim of Balkan province, freeing him from the post of Deputy Chairman of the Cabinet of Ministers.
Then President Gurbanguly Berdymuhamedov signed a document on the appointment of B. Annameredov as Deputy Chairman of the Cabinet of Ministers in charge of transport and communications, freeing him from the post of minister of railway transport.
The Head of State signed a decree approving consumers' limits for water volumes in welayats, etraps and towns in 2017, as well as for agencies, members of the Union of Industrialists and Entrepreneurs of Turkmenistan and farmers' association for land for growing crops, construction and other industrial purposes.
Decrees were signed on the approval of zoning of agricultural crops for welayats in 2017; on Ensuring high yield cotton cultivation in Turkmenistan in 2017; and on Forestry development in the country in 2017.
The Head of State signed the documents on the appointment of ambassadors in a number of countries, as well as an executive order naming Farab etrap of Lebap welayat the best etrap of the country in 2016 and awarding them a cash prize of $ 1 million.
In the course of the meeting the Head of State addressed the audience with a keynote speech in which he described the results of 2016 and outlined the priority objectives for the country in 2017.
Other issues of public affairs have also been considered, and relevant decisions taken within the frames of expanded meeting of the Cabinet of Ministers.
