The Chamber of Accounts has compiled an anti-rating of government agencies for 2022 to the maximum extent applying a method of procurement from one source, allowing them to evade competitive methods of public procurement. The top 10 government agencies with an index of 95.8% of all procurements in 2022 is headed by the State Property Service under the Ministry of Economy. It is followed by the Guliyev Institute of Chemistry of Additives with 87.5% and the Agrarian Insurance Fund with 84.6%. The anti-rating also includes the Ministry of Agriculture (75.7%), Azercosmos Agency (75.8%), Ministry of Culture (78.8%), etc. According to the Chamber of Accounts, last year state institutions used the method "from one source" in 4,278 cases, which amounts to 35.4% of public procurement contracts. At the same time, the number of direct public procurement contracts grew by 22.4% as compared to 2021. Total amount of public procurement with application of "single source" method amounted to AZN 2.278 billion. Only an insignificant part of agreements signed by this method is published by procuring government agencies in the single portal of public e-procurements.
