The International Scientific and Practical Conference Constitution of Turkmenistan - the legal framework for development was held in a conference hall of the Turkmen State University named after Mahtumkuli, timed to the significant date - 25th anniversary of adopting the country's Main Law and the Mahtumkuli Fragi's Poetry Day.
The forum, organized by the Mejlis, the Ministry of Foreign Affairs, the Ministry of Education and the Political Council of the Democratic Party, was attended by deputies of the national parliament, Cabinet members, the heads of diplomatic missions accredited in our country, representatives of the United Nations Development Program, the UN Regional Center for Preventive Diplomacy for Central Asia, the UN Children's Fund and other reputable international organizations, various ministries and departments, mass media, as well as scientists, political analysts, lawyers, public figures, lecturers and students of the country's higher educational institutions and students of schools.
At a plenary session the reports were heard on the historical experience and modern achievements of Turkmenistan in development of the democratic constitutional state.
The speakers noted that the country's Constitution, adopted 25 years ago, not only consolidated the achievements of independence, but it also determined the basic trends of progressive development of the Turkmen society. All these years, the Main Law of the country, having maintained its basic provisions, is, at the same time, a flexible legal instrument which is systematically improved taking into account requirements of the time and the generally accepted norms of international law. Thus, after a nationwide discussion in 2016, an amended version of the Constitution of Turkmenistan was adopted that focused on the objectives of further strengthening a basis of the democratic, legal and secular state, pursuing a socially oriented policy aimed at the steady improvement of the people's wellbeing.
The conference was continued in four sectional sessions held at the Mahtumkuli TSU, the International University of Humanities and Development, the Institute of International Relations of the Ministry of Foreign Affairs, and a conference hall of the Constitution Monument. The thematic orientation of sections were defined by their titles: Current stage of socio-economic development of Turkmenistan: the significance of constitutional reforms, Constitutional legal framework for the implementation of human and civil rights, Turkmenistan and the international community: development of cooperation, the international legal framework and opportunities, Constitutional legal guarantees of implementing the state youth policy in the modern period of social development.
The reports covered a role of the Main Law in development of the education system, fostering the state ideology, political diversity and multi-party system, as well as key aspects of the socio-economic strategy and scientific and technological policy, which are consistently implemented. Comments were made on the amendments and addenda to a new version of the Constitution, including those related to improving the activities of government authorities and local governments, gradual transition of the national economy to market relations, development of small and medium-sized businesses and various forms of ownership.
During the conference, the implementation of the foreign policy doctrine of our country was analyzed. Great attention was also paid to Turkmenistan's ecological diplomacy and its state policy in the field of environmental protection, international cooperation in the humanitarian sphere, development of foreign economic relations, etc.
Pointing out the symbolism of the upcoming holiday, which combined two significant dates such as the Day of Constitution and the Day of Mahtumkuli Fragi's Poetry, participants in the conference noted that May 18 is the date that became the embodiment of a dream of many generations of the Turkmen people about the free and powerful state, unity and solidarity of the nation. Centuries ago, great classic of the Turkmen literature Mahtumkuli Fragi used the power of his talent to advocate this.
