At the extended government meeting held by the President of Turkmenistan last Friday, the results of the development for six months of 2020 of all sectors of the national economy, including the oil and gas complex of our country, were summed up.
Myrateldi Meredov, Vice-Chairman of the Cabinet of Ministers, reported on the results of work carried out over six months in supervised areas as part of the implementation of the Oil and Gas Industry Development Program for the period until 2030.
The Vice-Chairman reported that the plan for oil and gas condensate production was completed by 107.6 percent, oil refining – by 102.6 percent, gasoline production – by 105.1 percent, diesel fuel – by 105.1 percent. The growth rate of liquefied gas production amounted to 112.2 percent, of mastered investments – 113.3 percent.
Having heard the report, the President of Turkmenistan announced a number of personnel decisions. For the shortcomings made in the work, M. Archaev was relieved of the post of Minister of State – Chairman of the State Concern “Turkmengas”. The new head of the State Concern was appointed B. Amanov, who until then was the chief director of the Turkmenbashi complex of oil refineries. Temporary performance of duties of the general director of TCOR was assigned to the chief engineer of this enterprise.
The President also dismissed H. Geldiyev from the post of rector of the International University of Oil and Gas in connection with the transfer to another job. S. Abdrakhmanov was appointed the new head of the university with his dismissal from the post of chairman of the State Corporation “Turkmengeology”.
The head of the state appointed M. Roziev as chairman of the State Corporation “Turkmengeology”, relieving him of the post of deputy chairman of the corporation and instructed to propose a decent candidate for the vacant post as soon as possible.
Addressing Vice-Chairman M. Meredov and the leaders of the oil and gas complex, the head of Turkmenistan noted that, despite the fact that over the past 6 months, the main production indicators in the oil and gas complex were fulfilled according to the established plans, some of them had a low growth rate compared to the same period last year.
As the President noted, the production activities of concerns should be improved based on the situation that has arisen in connection with a decrease in world prices for hydrocarbon resources. At the enterprises of the complex, appropriate work should be carried out to introduce digital technologies.
- Baygeldiev, chairman of the State Concern “Turkmennebit”, was given the task of ensuring the growth rate of oil and condensate production and the full fulfillment of the annual obligations of international partners under existing production-sharing contracts, as well as intensifying the involvement of foreign service companies in the work carried out in order to accelerate the development of new oil fields, discovered in the Caspian zone of Western Turkmenistan.
An important component of the country’s energy strategy is the implementation of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project, the head of state emphasized.
In this regard, the chairman of the State Concern “Turkmengas” B. Amanov was instructed to accelerate the work on diversifying the supply of natural gas to world markets and searching for potential consumers.
For the construction of new gas-chemical enterprises it is necessary to attract investments, provided that the refund will be carried out at the expense of the manufactured products, the President said.
The head of state also ordered to keep under constant control issues related to the increase in the production, processing and export of natural gas, to achieve an increase in foreign exchange earnings.
Corresponding instructions were given to the chairman of the State Corporation “Turkmengeology” M. Roziev on timely exploration of new deposits of oil, condensate and natural gas, ensuring the growth of hydrocarbon reserves to create a reliable raw material base for the industry.
