Azerbaijani MP Highlights Continuous Constitutional Reforms at Baku Conference

Baku: "Azerbaijani Constitution ranks among the most prominent legal acts globally. However, life does not stand still-society evolves, and the dynamic nature of public relations brings forward new challenges that require legal regulation," said MP Ziyafat Asgarov at a scientific-practical conference held by the Committee for Law Policy and State-Building, titled 'National Leader Heydar Aliyev Is the Author of the Independent Azerbaijani Constitution', APA reports.

According to Azeri-Press News Agency, Asgarov noted that due to political turmoil and inefficient leadership during the early years of independence, it was not possible to adopt a constitution: "Only after Heydar Aliyev came to power and political stability was restored in the country, we did manage to adopt our Constitution in 1995. One of its fundamental principles is the sovereignty of the state, which is a core attribute of any nation."

He expressed regret that Azerbaijani territories remained under Armenian occupation for 30 years, but emphasized that Azerbaijan's territorial integrity and sovereignty were fully restored on September 19-20, 2023: "Our country is now fully sovereign both de jure and de facto."

Asgarov recalled the referendums held in 2002, 2009, and 2016 regarding constitutional amendments: "During those reforms, new provisions on human rights and freedoms were introduced. Constitutional reform is an ongoing process."

He also stressed that Azerbaijan is the most developed and leading country in the region both economically and politically.
