Cabinet of Ministers: production of kaolin, transfer of state property to trust management and collection from telecom operators for numbering

On November 11, President of Turkmenistan Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers, the state information agency TDH reports .

 

Deputy Prime Minister Khodjamyrat Geldimyradov , responsible for economy and finance, reported on the work on the privatization of state-owned enterprises and spoke about plans to transfer a number of state-owned objects to private hands on the basis of auctions. The list of these objects is not given.

 

The official also recalled that in November 2021, the law “On Trust Management of State Property” was adopted . Now, a year later, the Deputy Prime Minister reported that the Ministry of Finance and Economy has developed a draft procedure for transferring state property to trust management on a competitive basis. The head of state signed the document.

 

It should be noted that Geldimyradov presented the previous version of the document on September 30, but then S. Berdimuhamedov did not approve it, giving the Deputy Prime Minister “a number of specific instructions.”

 

According to the law adopted in 2021, the decision to transfer state property to private management, in agreement with the Cabinet of Ministers, is made by the Ministry of Finance and Economy. It also controls the work of the trustee.

 

State property is transferred on a competitive basis or by direct transfer. Upon competitive transfer, candidates must submit a business plan and a guarantee fee of 10% of the market value of the object. But  the address transfer  without competition is not limited by law. The corresponding decision is made by the Cabinet of Ministers in all cases when it is considered necessary . There are no requirements for a business plan and payment of a guarantee fee.

 

In previous years, by this time, officials reported on the successful implementation of plans for the harvest of cotton and sowing of winter wheat, however, Deputy Prime Minister Annageldi Yazmyradov , who oversees agriculture, reported that “every effort is being made to successfully complete wheat sowing on time,” and “comprehensive » The cotton harvest is still underway. The plan has been fulfilled only by the cotton growers of the Balkan velayat.

 

At the same time, Yazmyradov reported on the preparations for the celebrations on the occasion of the Harvest Festival (celebrated on the second Sunday of November) and presented a list of farmers who are proposed to be awarded the medal “Watana bolan söýgüsi üçin” (“For Love of the Motherland”).

 

Deputy Prime Minister Charymyra Purchekov , who oversees industry and energy, spoke about the creation of Türkmen kaolin OJSC and the overhaul of the kaolin plant in the Jebel village of the Balkan velayat, which is at the final stage.

 

The design capacity of the shop is 20 thousand tons of products per year, which is planned to be used in the domestic market and exported. According to Purchekov, kaolin (kaolin – white clay, – BT note) is widely used in the production of ceramic products, sanitary ware, and dishes operating in Turkmenistan.

 

In July 2021, President Gurbanguly Berdimuhamedov instructed Purchekov to reconstruct the kaolin plant and create OJSC Purchekov . Then it was reported that the member of the Union of Industrialists and Entrepreneurs, the HO “Derýaplastik” would finance the repair work. A month later, the Deputy Prime Minister spoke about plans to establish Türkmen kaolin OJSC, 49% of the shares in the authorized capital of which will belong to the Balkan Quarry Department of the Ministry of Construction.

 

Director General of the Transport and Communications Agency Mammetkhan Chakiev reported on the development of a draft resolution on the approval of the Procedure for charging a fee for obtaining a numbering resource from a telecom operator and the amount of the fee charged. Berdimuhamedov approved the document. No other details are given.
