Oleg Kononenko is a Russian cosmonaut, a native of the city of Chardjou (now Turkmenabat). The name of the astronaut is regularly used in pro government Turkmen publications to praise the head of state. For example, as the TDH state news agency reported in December 2018, Kononenko had the great honor to display the flag of Turkmenistan and the book of the head of state, Turkmenistan is the heart of the Great Silk Road, from the ISS, and in June 2019 Kononenko congratulated the president on Bicycle Day.

The Hero of Turkmenistan is the highest state award, which Gurbanguly Berdimuhamedov was also twice awarded. This happened for the first time in 2011 during a meeting of the Council of Elders at the request of citizens. During the meeting of the Board in 2017 one of its members on behalf of the Council suggested a second to assign to the president that title.

The first president of the country, Saparmurat Niyazov (Turkmenbashi), was awarded this title 6 (!) Times: in 1992, 1995, 1998, 1999, 2000 and 2001. The posthumous title was also awarded to his parents Atamurat Niyazov (in 2000) and Gorbansoltan edzhe (in 2002).
