Deputy Prime Minister: to bring the TCOR to full capacity, it is necessary to change its structure and Charter

At a meeting of the Cabinet of Ministers of Turkmenistan on April 22, Deputy Prime Minister Shahym Abdrakhmanov , who is in charge of the oil and gas industry, told President Serdar Berdimuhamedov that in order to bring the work of the Turkmenbashi complex of oil refineries (TCOR) to full capacity, it is necessary to change its structure and Charter, the state information agency TDH reports .

According to Abdrakhmanov, in 2021, the Charter of the Turkmen Oil Refinery, adopted in 2006, has already been amended “in connection with the introduction of a digital system into the oil and gas system and ensuring its digital security.”

Now it is required to modernize the infrastructure of the enterprise. “For this purpose, full utilization of the production capacities of the TCOR, an increase in the processing of hydrocarbon raw materials, the production of high-quality petroleum products and their supply to world markets are necessary,” the Deputy Prime Minister of the TDH quotes.

Abdrakhmanov presented a draft of changes in the structure and a new Charter, but Berdymukhamedov did not sign it, instructing him to "continue work in this direction."

Turkmen state media did not specify exactly what changes and for what purpose it is proposed to make to the structure and Charter of the enterprise, limiting itself to quoting the head of state, who instructed Abdrakhmanov to “thoroughly study the international markets for oil products and intensify mutually beneficial cooperation with reliable foreign partners.”

In February 2021, dissatisfied with the situation in the fuel and energy complex, President Gurbanguly Berdimuhamedov announced a reprimand to the head of the TCOR Dovran Chishiev , demanding that the enterprises be brought to full capacity.

The head of state demanded to increase oil production, as well as to purchase crude oil for its subsequent processing and export of oil products.

In February 2022, the Deputy Prime Minister announced the development of a feasibility study on the “Conceptual Strategy for the Development of the Turkmenbashi Complex of Oil Refineries (TCOR) and the Seydi Oil Refinery”.

According to the feasibility study, it is planned to: determine the potential and development vectors of the TCOR and the Seydi oil refinery; explore the possibilities of modernizing existing facilities; select new facilities for construction, based on the demand in foreign markets for oil and petrochemical products; increase the competitiveness of products; increase the depth of oil refining and create an environmentally friendly and waste-free production.

The tender for the development of the Conceptual Strategy was announced back in 2020.
