Foster parents forced to pay bribes to obtain adoption permits

Radio “Azatlyk” reports that bribes for an adoption permit are extorted from those families who wish to adopt children from orphanages.

“There are families in Farap etrap who have been waiting for the adoption decision from an orphanage for three years. They say that they have collected a set of over 30 documents and visited 40 offices. Despite the fact that all their documents are ready, the adoption decision is not issued because they are unable to pay a required bribe”, – a correspondent of the Radio said.

It is reported that the amount of a bribe for the required documents has reached 45 to 50 thousand manats ($12,8 – 14,3 thousand using the official rate or $1,9-2,1 thousand at the “black market” rate). Those who have paid this amount obtain a permit within 4 months.

The authorities do not publish the statistics on the number of orphans. According to “Azatlyk”, over 2000 orphaned children are registered in Lebap velayat.
