The Central Committee for Elections and Referendums held the meeting with Chairman of the Executive Committee, Executive Secretary of the Commonwealth of Independent States Sergey Lebedev arrived to Ashgabat as a Head of the CIS observation Mission for monitoring of Presidential elections in Turkmenistan.
The guest and members of his delegation were introduced with preparation work carried out by the Central Election Committee under important social and political campaign, which is currently at the final stage.
The activity of the CIS Observation Mission, which includes more than 70 representatives from the Commonwealth countries - the parliamentarian, outstanding public figures, diplomats, representatives of Inter-Parliament Assembly of the CIS countries, Parliamentary Council of Belarus and Russia, personnel of the CIS Executive Committee, were the separate subkect of the discussion.
It was mentioned during the meeting that election legislation of Turkmenistan underwent considerable changes toward more openness, publicity, democracy for the last years and completely corresponds to general standards of international law. Thus, for the first time, three political parties, the Democratic Party, the Party of Industrialists and Entrepreneurs and the Agrarian Party, used the right for nomination of the candidate for the post of the President. Initiative groups of citizens nominated another six candidates. All aspirants were presented with equal rights and opportunities for organization of the meetings with the electorate, public speeches on TV and radio as well as in printing media, which were comprehensively covering the course of election campaign. The Central Committee created specialized website in the Internet to provide informational support to the elections.
All necessary conditions were established for the work of national and international observers what indicates the openness and transparency of the election process. In particular, the Headquarter of the Mission, provided with necessary office equipment and communication, reference and methodological literature, was opened with the assistance of the Central Election Committee.
While monitoring the election campaign, the CIS observers held number of meetings including with the leaders of the Central Committee, the Ministry of Foreign Affairs, the Democratic Party of Turkmenistan, official representatives of the candidates as well as familiarized with activity of divisional election committees in Ahal, Dashoguz, Lebap velayats and Ashgabat. They plan to visit polling stations on the day of the elections to monitor voting process and counting.
Generally, the election campaign is held in calm atmosphere, in the spirit of open competition, in professional manner and on high organizational level, S. Lebedev said, having mentioned that that Final conclusions and assessments of the CIS Observation Mission will be stated in summary review of the outcomes of the elections monitoring.
Taking an opportunity, the Chairman of the Executive Committee of the Commonwealth of Independent States expressed the gratitude to the leaders of the Central Election Committee for initiation of the Mission to the forthcoming presidential elections in Turkmenistan on febraury 12 and wished success in this important social and political action, which is a significant step on the way of large democratic changes in the country.
