President of Turkmenistan, Supreme Commander of the Armed Forces of the Country Army General Gurbanguly Berdimuhamedov held the session of the State Security Council, which agenda included the outcomes of work of military and law enforcement departments for five months of the year.
First, the floor was given to Secretary of the State Security Council, Minister of Defence Ya. Berdiyev who reported on the course of integrated military reform developed under the leadership of the Supreme Commander, which is aimed at steadfast strengthening of defencive capability of the country, modernization of equipment and facilities of all kind of forces of National Army and establishment of favourable conditions for service and life of military personnel.
Having dwelt on the measures undertaken for provision of proper social and living conditions of military personnel and their families, the Head of the State pointed the necessity of systematic improvement of theoretical, combat and physical training of young generation of Motherland defenders and requested to keep under control patriotic education of soldiers and officers.
Head of the State Border Guard Service B. Gundogdiyev reported on the work for January � May of the current year and on the situation at the frontiers of the country.
Having listened to the report, the President noted the importance of steadfast improvement of professional knowledge and practical skills of border guard personnel who currently have the most modern specialized equipment and technologies.
Minister of Internal Affairs I. Mulikov reported on the activity of the structures under his supervision for the period under review, which are responsible for support of public order in the country, prevention and suppression of the crimes and traffic accidents as well as on the complex measures undertaken with health and public organizations for elimination of harmful habits.
Speaking of important role of law enforcement bodies, which make considerable contribution to provision of public order, President Gurbanguly Berdimuhamedov requested to hold in the focus the work of all division of the Ministry of Internal Affairs.
Touching on the subject of the safety of n the roads and prevention of traffic accidents, Turkmen Leader pointed the necessity of permanent control for strict adherence of the traffic rules by the motorists and pedestrians, relative explanatory work with the population, which is direct responsibility of traffic control personnel.
The Head of the State also noted that due to hot summer weather, increased attention have to be paid to improvement of fire prevention measures.
During the session, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country reprimanded Minister of Internal Affairs I. Mulikov for the shortcomings in the work and made a warning that in case of non-reclaiming of such shortcomings in short period, the minister would be released from his duties.
Chairman of the Supreme Court B. Chariyev reported on the work for five months of the year for improvement of judicial system and legal procedures taking into account modern requirements and in strict compliance with existing international law standards.
Further in the session, it was announced on the Resolution of the Mejlis of Turkmenistan on approval of the proposal of the Head of the State on release and appointment of the position the Chairman of the Supreme Court of Turkmenistan.
According to the Constitution of Turkmenistan, President Gurbanguly Berdimuhamedov signed the Resolutions of release of B. Chariyev from the post of the Supreme Court in relation with transfer to another work and appointment of G. Halliyev to this position.
During the session, the Head of the State also signed the Resolution on appointment of B. Chariyev as the Director of Turkmen National Institute of Democracy and Human Rights under the President of Turkmenistan.
Speaking of huge responsibility of the personnel of justice sphere, President Gurbanguly Berdimuhamedov noted that the activity of judicial departments have to meet comprehensively high targets of the state policy of Turkmenistan, which set the prosperity of the people as a top priority. In this context, the Head of the State requested to pay unremitting attention to systematic improvement of professional level of the judges as well as to timely solution of the objectives of legal reform.
Prosecutor General B. Atdayev reported on the outcomes of work of prosecution departments and specific measures undertaken for the control of strict observance of law and order in the state and society. In this context, it was also reported on the work undertaken by the request of the President of Turkmenistan against corruption, bribery and non-admission of similar illegal actions.
Having noted that the personnel of prosecution departments have to provide the supremacy of the law and honourably perform their duties, the Head of the State said about the necessity of the exclusive control on the law observance in the country.
Minister of National Security D. Bayramov reported on the activity of his department for the period under review.
Having noted considerable contribution of the ministry personnel in support of social and public stability and provision of the security in the country, the Supreme Commander highlighted the necessity of continuation of integrated work in this direction.
In his turn, Chairman of the State Custom Service M. Chakiyev reported on the situation in his structure and the outcomes of work for the period under review.
The Head of the State focused the attention of the participants on the importance of further improvement of relative legislation and development of the State Programme of the measures against the corruption for decisive elimination of this occurrence that negatively affect all aspects of life of the society.
The Leader of the Nation stated that would always hold resolute and uncompromising fight against corruption, bribery, abuse of power and other negative occurrences. The strictest measures would be applied toward everyone, detected in these illegal actions.
In this regard, during the session of the State Security Council, President Gurbanguly Berdimuhamedov according to the Law of Turkmenistan on Countermeasures against the Corruption approved Turkmenistan State Anti-Corruption Programme as well as signed the Resolution on Establishment of Turkmenistan Anti-Economic Crime Service.
Having appointed Colonel M. Chakiyev as the Director of the new above-mentioned structure, the President of Turkmenistan, the Supreme Commander of the Armed Forces of the country released him from the duty of the Chairman of the State Custom Service.
The Head of the State also signed the Resolution on appointment of Ya. Soyegov as the Chairman of the State Custom Service and released him from the duty of Deputy Chairman of this Service.
Speaking of the growing role of Turkmenistan as an important link of transit and transport corridors of regional and international significance, which is visually indicated by increased volumes of cargo trafficking, the Leader of the Nation demanded to provide most thorough inspection of all kind of cargoes crossing the border of our country.
President Gurbanguly Berdimuhamedov gave concrete instructions for further modernization of equipment and facilities of custom structures and training of highly qualified professional personnel.
Chairman of the State Migration Service M. Nibatov reported on steadfast measures for improvement of efficient work this department.
Summing up the report, the Head of the State highlighted the necessity of steadfast improvement of the activity of all division of the Service, which is to provide proper control of foreign citizens visiting Turkmenistan and promote the consolidation of international authority of the country opened for friends and partners.
Minister of Justice B. Muhammedov reported on the work for the period under review for further comprehensive development of national legislation base.
Mentioning exclusive significance of large-scale legal reform, President Gurbanguly Berdimuhamedov pointed the importance of thorough study of the best world practice and its active implementation during development of new and addendum of existing legislative acts. The Head of Turkmenistan also stated the necessity of continuation of provision of legal assistance to the population and improvement of legal awareness of the citizens.
Having highlighted that military and law enforcement agencies have an important role in large-scale changes in the country, the Head of the State noted that personnel of these departments have to take an active part in the forthcoming V Asian Indoor and Martial Arts Games and gave relative instruction.
