In case of the President’ incapacity his powers to be transferred to the Chairperson of the Upper Chamber of Turkmenistan’s Parliament

In the course of the session of the Constitution Commission, the meeting participants discussed the powers of the Khalk Maslakhaty (the Upper Chamber of Turkmenistan's Parliament) and the Majlis (the Lower Chamber), the state information agency TDH reports.

It was emphasized that in case the incumbent head of state becomes incapacitated, his powers will be transferred to the Chairperson of the Upper Chamber.

The Khalk Maslakhaty will approve the candidates running for office of the Chairperson of the Supreme Court, the Prosecutor General, the Minister of the Interior and Minister of Justice nominated by the President.

The powers of the Khalk Maslakhaty will also include approving the laws adopted by the Majlis and holding referendums to change the state border.

The Majlis, in its turn, will review and adopts drafts of the Constitution, constitution and other laws and control their execution. Members of the Lower Chamber will also exercise control over the performance of the Cabinet of Ministers, approve the state budget and the country's development programs, call the presidential elections and the elections of both chambers of the Parliament.
