A state commission will be established in Kazakhstan to investigate the causes of an accident in the power system in the west of the country. "The perpetrators will be brought to justice in accordance with the law," the report says. On July 3, due to an emergency shutdown of the power unit at the Mangystau Nuclear Power Plant (supplies the industry and the population of the region with electric, thermal energy and water), the city of Atyrau (the oil capital of Kazakhstan) was de-energized, and work at the Atyrau Oil Refinery (ANPZ) was suspended. Yesterday at a government meeting, Deputy Chairman of the Management Board of 'KazMunaiGas' Dauletzhan Hasanov, said that the shutdown of the Mangystau Nuclear Power Plant caused a partial or complete shutdown at the KMG mining enterprises. "Oil production losses for July 3 amounted to about 10 thousand tons," Hasanov said. According to him, more than 2,400 wells of JSC "Karazhanbasmunai", 1,131 wells of JSC "Mangistaumunaigas" at the fields "Kalamkas" and "Zhetybai", 1809 wells at the fields of JSC "Embamunaigas" were stopped. At JSC Ozenmunaigas, 30 pumps of the water injection system into the reservoir have been stopped at the 'Uzen' and 'Karamandybas' fields. Also, 11 oil pumping stations of KazTransOil JSC in Atyrau and Mangistau regions and water pumping at three water pumping stations were stopped. The Caspian Pipeline Consortium on the territory of Kazakhstan was also de-energized on July 3 in the evening due to an emergency power outage. Later, the press service of KMG reported that the subsidiaries of 'KazMunayGas' are suffering billions of dollars in losses (in national currency - ed.) due to power outages in the region. 'The total number of stopped wells amounted to 13 thousand, and the lost financial benefit only according to preliminary estimates reaches 5 billion tenge," said Nurdaulet Kilybai, General Director of 'Ozenmunaigas' JSC. In turn, Kazakh Energy Minister Almasadam Satkaliyev said that Kazakhstan plans to restore oil production volumes reduced due to an accident in the energy supply in the west of the country within a month. The power supply of two regions in the west of Kazakhstan - Atyrau and Mangystau regions - was carried out from the Russian unified energy system in the amount of up to 130 MW.
