According to the June 22 meeting of Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship, the new draft law "On Public Procurement" is recommended to the plenary session of Milli Majlis for consideration in the first reading. The draft law will specify the basic principles of public procurement, the participation of suppliers in procurement, and rules concerning confidentiality. Note that the Committee meeting was attended by top officials of the State Service for Antimonopoly Supervision and Consumer Market Control under the Ministry of Economy, which authored the legislative document. Head of the State Service Mammad Abbasbeyli told the lawmakers that the draft law also includes a code of conduct for procurement officers, issues of negotiations and meetings with suppliers, forms of submission of documents and information sent to each other by the procuring entity and suppliers, features of state control over procurement. It reflects the problems of fraud in public procurement and ways to eliminate them. The new draft law provides for public procurement only through the relevant portal. Only those procurements involving confidential information are made on paper. The Law "On Public Procurement" has been in force since 2002. It last underwent a major change at the end of 2018, according to which E-procurements for public sector organisations have been implemented since 2019.
