President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council. The agenda included outcomes of work of military and law enforcement agencies for five months of this year as well as priority objectives.
Heads of military and law enforcement agencies reported on the work for the period under review, course of military reform aimed at the strengthening of defensive capability of the country and making of proper conditions for service and life of soldiers and officers.
First, Secretary of the State Security Council, Minister of National Security Ya. Berdiyev reported on the measures for support of stability, law and order in the country and training of professional personnel.
Summing up the report, the Head of the State highlighted the modernization of equipment and facility base of the Armed Forces, strengthening of personnel potential, provision of conditions for service and life of military personnel among priorities of coming work. The President made special mention of the importance of patriotic and educational work. Having noted the necessity of improvement of the efficiency of work of the Ministry, the President addressed specific assignments.
Minister of Interior I. Mulikov reported to the Head of the State on the results of work for the period under review, measures for prevention of crimes, optimization of road traffick in the capital and velayats, provision of fire safety.
Support of law and order as well as prevention of crime are the utmost objectives of the personnel of the Ministry of Interior , the Supreme Commander of the Armed Forces of the country noted. Having focused on the necessity of integrated measures for prevention of crime, road and transport accidents and activities for compliance with fire safety regulations, Turkmen leader gave number of specific instructions.
It is necessary to use more efficient measures and modern technologies in prevention and combating against crime, actively promote the principles of healthy life style, President Gurbanguly Berdimuhamedov noted.
Minister of Defence B. Gundogdiyev reported on the outcomes of work in military divisions of National Army for five months of the year, fulfilment of the assignments for strengthening of defensive capability of the country, improvement of professional level of military personnel, creation of conditions for their service and life.
The President of Turkmenistan noted that improvement of activity of this ministry is key vector of the reforms in military sphere, having ordered to continue taking measures for professional training of military personnel.
After, the floor was given to Chairman of the Supreme Court G. Halliyev who reported on integrated measures taken for the period under review for the reformation of national judicial system as well as on the fulfilment of the assignments of the President.
Summing up the report, the Head of the State noted that the work in this direction is to improve judicial system, which main objective is to protect the rights and legal interests of Turkmenistan citizens, having addressed number of specific assignments on this account.
Prosecutor General B. Atdayev reported on the work on control of the compliance with existing legislation in the country for the period under review.
Having listened to the report, the President highlighted that prosecution authorities have to take proper measures for provision of supremacy of law, protection of rights and freedoms of the citizens, interests of society and state, to approach each case with responsibility. After, Head of the State Border Guard Service Sh. Durdiyev reported on the outcomes of activity of his structure for five months of the year.
Turkmen leader highlighted that personnel of frontier outpost has responsible objectives for protection of the borders of our sovereign state, which have always remain the borders of friendship with all neighbouring countries. Having focused on coming work, President Gurbanguly Berdimuhamedov specified modernization of frontier outposts, where all conditions for efficient service of the Motherland defenders have to be made, among the most important directions.
Chairman of the Stare Customs Service A. Osmanov reported on steadfast measures taken for the beginning of the year for improvement of efficiency of this structure. The report on fulfilment of assignments given by the Supreme Commander of the Armed Forces of the country for provision of the structures under his supervision with modern technical aids allowing implementing strict control of cargoes crossing the border of our state has been presented.
Geographic strategic role of Turkmenistan in Eurasia as an important intersection of transit and transport corridors is growing, the President noted, having highlighted that responsible approach to fulfilment of the objectives of the Service is required due to increased volumes of work. It is necessary to pay special attention to the movement of goods and transport across customs border of the country, the Head of this State highlighted, having ordered to hold related procedures under control according to the requirements of international standards.
Taking into account the activation of international contacts, organization of big forums in our country, the Head of the State gave number of assignments on use of available advanced practice in this sphere. President Gurbanguly Berdimuhamedov noted that improvement of the status of Turkmenistan as international transport and transit corridor requires the introduction of modern methods and involvement of the best world practice to the works of customs service.
In this context, it was mentioned that the volume of services provided by digital system is increased, advanced international practice is studied, special attention is paid to improvement of efficiency of cooperation in this direction with competent international organizations.
Minister of Justice B. Muhammedov reported on the activity of his organization for the period under review as well as on the measures for comprehensive development of national legislation.
Having listened to the report, the Head of the State noted that monitoring of existing regulatory and legal acts and further improvement of laws meeting time realities and urged to support successful promotion of Turkmenistan to new levels of social and economic progress are among the main requirements.
In this context, President Gurbanguly Berdimuhamedov highlighted the importance of study of international law, advanced world practice in this sphere as well as enhancement of the awareness of the population, explanation of new laws including using new methods, having addressed number of specific assignments on this account.
After, the floor was given to Chairman of the State Migration Service M. Gurdov who reported on the measures taken from the beginning of the year for the most efficient implementation of migration policy.
The Supreme Commander of the Armed Forces of the country noted that while carrying out professional activity, personnel of the Service has to support comprehensively to further enhancement of authority of the country. It is necessary to approach the subjects of implementation of innovative methods including to the improvement of efficiency of digital system, involvement of advanced practice on responsible base in the work of the Service, the Head of the State noted.
Stable increment of international forums, meetings, important political, economic and cultural events in the country, number of tourists visiting the country provide special responsibility to personnel of migration service, the Head of the State said, having ordered to pay priority attention to professional training of personnel, creation of the conditions for migration procedures by foreign citizens meeting international standards.
Summing up the session, the President of Turkmenistan focused on the necessity of integrated measures and coordinated activity of all structures. Strengthening of equipment and facility base of security forces, creation of proper conditions for service and life of military personnel are among the main vectors of the state policy. At the same time, special attention is t be paid to military and patriotic education of personnel, Turkmen leader said, having ordered to hold under control timely fulfilment of set objectives.
In the end, President of Turkmenistan, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov wished the members of the State Security Council strong health and success in their responsible service.
