Natalya Shabunts nominated for an international award

The renowned human rights activist from Turkmenistan � Natalya Shabunts � has been nominated for Front Line Defenders award for human rights defenders at risk.

N. Shabunts has been involved in human rights activities in Turkmenistan for many years. She helps residents to defend their rights, publishes petitions and statements on web resources and collaborates with many major international and domestic human rights organizations.

She is the only human rights defender in Turkmenistan who does not conceal her occupation and her name from the authorities. On a regular basis she is pressured by the special services, threatened and abused, but Natalya Shabunts continues her work.

We are happy for Natalya, our colleague and a very good friend, and wish that she wins the award.

Social project for construction of free accommodations for disabled persons starts in Balkanabat

In Balkanabat, construction of the block for 48 studio and one-bedroom apartments specifically adjusted for people with disabilities commenced under the Program for the Construction of Free Housing for People with Disabilities that was recently launched in Turkmenistan.

The project provides for ramps, handrails, wider doorways etc. Moreover, the apartments will fully comply with high requirements currently imposed on modern housing, including convenient layout, rooms with high ceilings allowing more light and wider kitchens.

The new apartment block will be located in one of the biggest residential areas of the province’s administrative capital, the 13th microdistrict, next to the necessary social infrastructure � the mall, kindergartens and school, which is of special importance for this particular category of citizens and their families.

In recent years, thousands of families obtained apartments of their own in magnificent new blocks. Residential construction hit unprecedented levels both in urban and rural areas.

According to the Resolution by the President of Turkmenistan, four-storey apartment blocks well-equipped for people with disabilities will be built in Ashgabat and every province of the country. They will be constructed by local development enterprises by orders from municipalities and provincial administrations.

The day before, on 28 January, the ground-breaking ceremony of the new apartment block for people with disabilities and other citizens in need of social protection took place in the town of Tejen in Ahal province.

The buildings are to be commissioned in December of the current year.

Apartments will be distributed free of charge among people with disabilities and other categories of the population in need of social support. The head of state said the works in this area would be continued.

Priority directions of regional ecological cooperation are specified

Regional Ecological Centre of the Central Asia (RECCA) and the State Committee of Turkmenistan for Environment Protection and land Resources organized the meeting where representatives of the MFA, the Ministry of Agriculture and Water management of the country as well as member of National Parliament took part. During interesting discussion, the urgency of different activities in addition to existing work plan of the ecological centre including in improvement of the legislation for energy efficiency, renewable sources of energy, climate change, environment impact assessment for projects of development of the economy for achievement of sustainable development on regional level, implementation of principles of low-carbon development were highlighted. Support of water diplomacy is an important direction of the work of the centre.

Turkmenistan continues its presidency in the Board of RECCA from 2013 until 2020. At present moment, Regional Ecological Centre intends to expand its cooperation in the framework of management of the environments in the Central Asia under the presidency of the country in International Fund for Saving of the Aral Sea. The Ecological centre is informational and methodical platform for ecological partnership and sustainable development of the region. Joint activities with IFSA will improve the efficiency of the work.

Representative of the RECCA office in Ashgabat Dovlet Jumakuliyev noted that two regional projects for ecological education and energy efficiency are starting soon. National Action Plan, adapted to the Convention to Combat Desertification strategy, was developed; report on fulfilment of the provision of this document by the country for 2012 � 2013 was drafted.

In 2013 � 2015, Turkmenistan took part in large regional project with participation of the RECCA � FlERMONECA for management of forests, biodiversity and environmental monitoring, under which the accent was made on water and educational segment in accordance with environmental protection policy in the country.

The Regional Ecological Centre was established in 2001 according to the resolution of the 4th Pan-European Conference 1998 (Arhus, Denmark) with the assistance of the UN Development Programme (UNDP) and European Union. Five countries of the Central Asian region are the founder of the centre. Country office of the ecological centre in turkmenistan was opened in 201 in accordance with the Memorandum of Understanding between the organization and national Institute of Deserts, Fauna and Flora.

Executive Director of the Regional Ecological Centre Iskandar Abdullayev informed that 250 projects involving governmental and public organization of the countries of the region were realized for 15 years of the activity. Currently, there are around 20 projects under realization. Improvement of basin management of transboundary rivers of the region is an important direction of work of the RECCA. Afghanistan also participates in the projects for ecological education of the youth. Fifty thousand pupils and students had lectures on special green package, six plans for rivers management and fifteen plans for energy efficiency were developed. The centre initiated implementation of Paris Treaty on climate change in the region. Great attention is to be paid to protection of biodiversity, waste management, water preservation and development of water diplomacy in the region. I. Abdullayev expressed his confidence in success of interdepartmental and interstate cooperation.

Prospects of social and economic development and international cooperation are discussed during the session of the Cabinet of Ministers of Turkmenistan

Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov who reported on the development of the project for Regulation of export of the state awards made of precious metals.

In addition, the Vice-premier reported on realization of the project Efficient use of natural resources in energy spheres and environment protection in Turkmenistan – support of the strategy of sustainable development implemented with the European Union under technical cooperation.

Having approved the Draft Regulation on export of the state awards made of precious metals, President Gurbanguly Berdimuhamedov also stressed the attention on the subject of further consolidation of constructive cooperation with European partners, what is on eof the main directions of foreign policy course.

Targeted measures for environment protection, rational and efficient use of natural treasure are directly related to comprehensive plans of social and economic development of Turkmenistan in long-term prospects, – the Head of the State said. In this context, the Vice-premier received the objectives for further implementation of the above-mentioned project and study of advanced international practices in this field.

After, Deputy Chairman of the Cabinet of Ministers Ya. Kakayev reported on the situation in certain sectors of oil and gas complex, course of realization of Programme of the Development of Oil and Gas Industry of Turkmenistan until 2030.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that construction of petrochemical and gas processing facilities producing various high quality outputs, which highly demanded in internal and foreign markets, is important aspect of energy strategy.

Having made special mention that the Government allocates huge investments for the development of oil and gas industry, the Head of Turkmenistan gave specific assignments to the Vice-premier for activation of works in the above-mentioned directions and improvement of their efficiency.

Vice-premier R. Bazarov, who spoke after, reported on seasonal agricultural works in the country.

Summing up the report, President Gurbanguly Berdimuhamedov stressed the attention on number of important aspects of comprehensive reform of agricultural complex undertaken in the country. The purpose of this reform is to bring important branch of national economy to new levels meeting modern requirements.

Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on the situation in the sphere under his supervision, in particular, on fulfilment of the assignments given by the Head of the State previously on further development of domestic sericulture, increase of production outputs of high quality material for textile enterprises.

Having highlighted the importance of steadfast measures for development of the branch, the Head of the State requested to render comprehensive support to silkworm breeders.

After, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the measures for improvement of transport and road infrastructure as well as presented the project of bridge construction for the review by the Head of the State. Information was accompanied by the slides presentation

Having emphasized exclusive importance of the work for improvement and further development of transport and communication infrastructure, the Head of the State requested to prepare necessary projects documents.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the main activities of the Union of Industrialists and Entrepreneurs.

The Head of the State noted the necessity of stimulation of management and business initiatives, establishment of the conditions for Turkmen business to saturate local market and increase export potential.

After, the floor was given to Deputy Chairman of the Cabinet of Ministers B. Annameredov, who reported on the work in the branches under his supervision and presented Contingency Plan of the State Committee of Turkmenistan for Emergency Situations for 2017.

Having signed the Resolution on Adoption of the Contingency Plan of the State Committee of Turkmenistan for Emergency Situations for 2017, President Gurbanguly Berdimuhamedov requested the Vice-premier to hold the fulfilment of the plan under strict control.

Deputy Chairperson of the Cabinet of Ministers G. Mammedova reported on the preparation to the forthcoming celebration and momentous events in February and opening of social and cultural facilities timed to these dates.

Having focused the attention on the necessity of creative realization of all grandiose events in the country, broad propaganda of modern achievements of Turkmenistan, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific assignments for organization of all international cultural actions and other events on high level.

Deputy Chairman of the cabinet of Ministers S. Toyliyev reported on the preparation of international test competitions in Ashgabat on April 16 � 30, in particular, Asian Powerlifting and Kickboxing Championships and International Swimming Tournament.

The Vice-premier presented Draft Resolution on Conduct of International Test Competitions in Ashgabat in 2017 for review by the Head of the State.

The President of Turkmenistan stressed the attention on importance of thorough development of all organizational issues related to the competitions, on implementation of the best international practices in provision of sport events. Signing the Resolution, the Head of the State requested to provide high level of test competitions.

Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs R. Meredov reported on the work of the MFA and the issues of Turkmenistan presidency in the Conference of Energy Charter.

Summarizing the report, Head of the State Gurbanguly Berdimuhamedov highlighted that broad interested and equal cooperation in energy sector is one of the most important factors of stable steady development of the global processes in the XXI century.

Giving specific proposals for stimulation and optimization of multisided cooperation in fuel and energy sphere, our country makes considerable input into development of new efficient models of relations based on the balance of interest of all participants and expected for long-term prospect.

The Head of the State requested to undertake all necessary measures for high level organization of all planned international activities planned for this period.

Other issues of the state life, on which relative decisions were taken were reviewed during the session of the cabinet of Ministers.
