As President Serdar Berdimuhamedov said in his speech at the fourth consultative meeting of the Heads of State of Central Asia held in the Kyrgyz Republic on July 21, Turkmenistan should now have a strategic character in the trade, economic and investment cooperation of the Central Asian states, more precisely, it should form a new geo-economic space of Eurasia. believes that it is necessary to turn it into one of the principles of bringing.
Transport and logistics are a key area of this strategy. I believe that the efforts of our countries can and should be focused on the main goal - the goal of creating a powerful, modern infrastructure. The Turkmen leader stressed that this structure could ensure the integration of transport systems of Central Asia, Europe, the Middle East, and the Asia-Pacific region. It was confirmed that the country is ready for joint work on the development of the Central Asia-Caspian Sea-Black Sea and Central Asia-Persian Gulf transport routes.
The President reminded that an international conference of ministers of landlocked developing countries is planned to be held in Turkmenistan in August, and hoped that Central Asian countries would actively participate in this forum. This forum is aimed at creating international transport-logistics corridors, developing harmonized approaches to their objectives and principles of operation. In this regard, within the framework of the conference, a proposal was made to hold a special meeting of the heads of transport agencies of Central Asian countries. Its problem will be related to the possibilities of increasing the amount of cargo transported from Central Asia to China and Europe within the region, as well as outside it.
Speaking about the significant role of the region in terms of transportation, we can set the very big but specific goal of making it an integral part of the restoration of the Great Silk Road, said President Serdar Berdimuhamedov.
On July 8, at the comprehensive meeting of the Cabinet of Ministers held on the results of the first half of this year, the Turkmen leader emphasized the importance of ensuring the smooth operation of transport and communication systems and the development of the digital economy in Turkmenistan by continuously analyzing the financial and economic situation of the enterprises of the transport and communication complex and the industrial and economic activities. he listed strict monitoring of its performance as one of his important duties.
In the six months of this year, the plan of cargo transportation by road, railway, air, sea and river transport was fulfilled by 112.7 percent, and the plan by cargo circulation was fulfilled by 110.6 percent.
This shows that the indicators of the plan are increasing depending on the tasks set by the Turkmen leader to create a highly efficient transport infrastructure. This structure should ensure the satisfaction of cargo and passenger transportation needs, improve their safety and quality, create conditions for investment activity, and increase the competitiveness of transport operations and services of the country's transport operators in domestic and foreign markets.
The President identified export of products to world markets, expansion of trade and economic relations with foreign partners as an important condition for the development of the economy. It largely depends on the level of convergence of Turkmenistan with global and regional transport and communication systems. This system is a material base and a tool of trade circulation between states.
In the full sense of the word, transit is the export of transport services, and increasing export opportunities has become the main direction of the socio-economic strategy of the President. Overhauling is the inflow of direct funds in the form of payments for transportation and related services, investments in infrastructure development, the introduction of modern technologies, and the creation of new jobs.
Scholars study the interrelationship between the development of transportation systems and the growth of trade by calculating the cost of land and water transportation. Today, most experts are of the opinion that trade between Asia and Europe will become a more rapidly growing market, and countries that can attract interregional shipping to their communications will benefit greatly.
In this regard, the main goal of the policy implemented by the Turkmen leader Serdar Berdimuhamedov in this system is to make full use of the favorable geographical location of Turkmenistan and the huge potential of transport infrastructure as a natural transit bridge between Europe and Asia.
Today, the railway industry of the state is undergoing a new development - new enterprises have been opened, modern technological systems have been installed, existing ones have been equipped with the most modern equipment, their capacity has increased many times, and a large number of wagons and diesel locomotives have been purchased. In this case, they will serve our rapidly growing national economy for many years.
As noted by the President, the active approach of Turkmenistan, which has a huge resource base, to the world system is an important task of the present time. For this, air and railway stations equipped with the latest equipment were built in the country. New steel roads that meet the requirements of international standards were built and existing ones were renovated, engineering facilities were built.
Taking into account that the main part of the Kazakhstan-Turkmenistan-Iran transnational steel road of the North-South transport corridor is located within the territory of the country, the potential of the transit cargo transportation of the country is impressive. The Turkmen leader stressed the need to make every effort to increase the volume of goods exported to the countries of the Middle East, South and South-East Asia through this railway at the comprehensive session of the Cabinet of Ministers devoted to the results of six months. Through this road, cargo is transported in the North-South direction.
There is no doubt that these areas will become a path of friendship and cooperation between the countries of the region, a safe transport corridor. In addition to economic benefit, these areas create wide opportunities for effective participation in the world economic space under conditions of equal relations. The Turkmenistan-Afghanistan-Tajikistan international corridor, which connects the communication systems of the three countries, will allow to increase the trade turnover between the participating countries and other countries of the Eurasian climate several times.
Turkmenistan continues to actively develop its transport infrastructure in order to connect the national transport system with international corridors in the southern and eastern directions. This will provide us access to powerful economic centers such as China, India, and Pakistan, as well as other countries in the Asia-Pacific region. This also applies to the development of highway infrastructure.
Large-scale projects for the construction of new highways and the reconstruction of existing ones are being implemented. Within the framework of the integrated works carried out on the instructions of the Turkmen leader Serdar Berdimuhamedov, complete updating of engineering and communication systems, installation of modern traffic safety systems, installation of electronic information boards, LED monitors and others were considered. All this will allow to regulate traffic and increase the carrying capacity of the road system, taking into account the increasing number of vehicles.
During the meeting of the government on the results of the first half of the year, it was reported that the construction of passenger cars and car parks equipped with electronic equipment in provincial centers is going on. In this regard, the President of Turkmenistan emphasized the need to continuously increase the amount of goods transported by motor vehicles, to continue international cooperation in the field of development of transportation corridors of the country.
The structure of this system is being improved - new highways and bridges connecting Turkmenistan with neighboring countries are being built, the vehicle fleet is equipped with high-performance equipment from the world's leading manufacturers. The same techniques have been actively used in the implementation of large projects in this system in recent years. Among them are various types of asphalt pavers, bulldozers, earthmoving machines, motor graders and others. All these meet the high requirements of today.
With the successful implementation of the country's road construction program and the strengthening of its position as an important transit transport center in the region, huge opportunities are opened for the development of public-private cooperation, the introduction of effective methods of economic management, and the systematic use of natural resources.
Currently, the construction of Ashgabat - Turkmenabat high-speed highway is underway. This highway is one of the largest transportation projects in Turkmenistan. Its implementation will ensure the integration of transit routes into the multi-branch network of highways extending to the Asia-Pacific region. Thus, a new highway will appear in the country, which will allow fast and cheap transportation of goods over long distances and stimulate the rapid development of the regional economy.
This road is of great importance for developing the transport-logistics system through diversification, encouraging entrepreneurship and developing international cooperation of the state, ensuring its convergence with the world's multimodal communication system. Together with foreign partners, large-scale projects are being implemented to create a coherent regional and interregional logistics network, to build intergovernmental transit corridors connecting Central Asia and Europe, the Caspian, Black Sea and Baltic regions, the Middle and Middle East, South and Southeast Asia. .
According to the decision of the President Serdar Berdimuhamedov, the construction works of the two-lane road bridge and its connecting roads will be started soon along the Turkmenbashi-Garabogaz-Kazakhstan border highway, which will cross the Garabogazköl Bay.
The construction of a new bridge, which will become an important engineering facility of the Turkmenistan-Kazakhstan road, the reconstruction of the main road that will connect with the Ashgabat-Turbekistan high-speed highway, will improve the carrying capacity of the country's road system, the quality of logistics services, the international transit transport infrastructure, and trade and economic relations with neighboring countries. will allow expansion.
As the President noted, it is necessary to fully and actively develop the multimodal logistics capabilities of the Motherland, to create favorable and competitive conditions for international transit traffic.
Turkmenistan considers the development of sea passenger transportation and cargo transportation as an important condition for the full integration of the countries of Central Asia and the Caspian region into the world economic system. Turkmenbashi International Seaport serves as the region's largest transit hub.
The President Serdar Berdimuhamedov identified the construction of the modern merchant fleet of the country as one of the priorities of the transport policy of the state. Through Turkmenbashi International Seaport, industrial and agricultural equipment, machinery, metal and wood products, mineral fertilizers are brought to the country, and polypropylene, coke, other oil and chemical industry products are sent abroad.
During the comprehensive meeting of the Government, the Turkmen Leader emphasized that there are all conditions for building ships in the Turkmenbashi International Seaport and that it is necessary to establish this work on a phased basis.
The advanced infrastructure of the port is able to satisfy not only existing needs, but also future needs with high-quality offers and high-level services. Bringing the port to its full capacity will bring significant changes in the regional logistics system. As the most suitable for shorter and more convenient routes, the country's cargo terminals will become an important center of this system.
The full use of the capabilities of the Turkmenbashi International Sea Port, the features of transporting large and heavy cargoes to the Caspian region by various types of vehicles, their transit through the territory of the country to other countries of Central Asia, will bring cooperation to a new level and contribute to the integration of Turkmenistan into the system of global economic relations.
Modernization and technical renewal of the country's civil aviation is an integral part of the large-scale reforms that are being carried out in stages in the transport system. Civil aviation plays an important role in domestic and international passenger and cargo transportation.
The creation of modern traffic corridors at the airports of the "Turkmenhowairola" agency and the efficient use of airports are among the important tasks that the Turkmen leader has set for the aviation system. In this regard, relevant work on establishing air traffic between different countries is currently underway. This will contribute to the strengthening of economic relations. Most of the passengers travel by international airlines for business or cultural tourism purposes, and accordingly, national aviation plays a key role in this regard and has a positive impact on the development of the economy.
One of the main areas is the creation of advanced transport and communication infrastructure of airports. At present, the construction of a hangar complex at the International Airport of Ashgabat is being continued.
Based on specific situations, our country has developed its own concept of development of cooperation with international cooperation in the field of transport. The main goal of this concept is to promote scientifically based and efficient models of multilateral cooperation in this system, to create a set of conditions necessary for the development of international transit traffic and its efficiency.
The transport system, which is one of the main directions of the global economy, directly affects the development and balance of global economic relations. Its stability and smooth functioning are of great importance in achieving the Sustainable Development Goals adopted by the United Nations.
Thus, the large-scale tasks set by President Serdar Berdimuhamedov in the transport sector are aimed at turning our country not only at the regional level, but also at the global level into a major transit transport center.
