Priorities of the activity of military and law enforcement agencies are discussed during the session of the State Security Council

President, Supreme Commander of the Armed Forces of Turkmenistan, Army General Gurbanguly Berdimuhamedov held the session of the State Security Council, which agenda included outcomes of activities of military and law enforcement agencies for January 2017 as well as issues of further improvement of work.

Secretary of the State Security Council, Minister of Defence Ya. Beriyev was the first who reported on the work for the period under review in the context of successfully realized large-scale military reform. It was mentioned that Military Doctrine reflects such features of national character as peace-loving, good neighbourhood, non-interference into internal affairs of other states, and solution of all disputes in political and diplomatic manner.

The Head of the State was also informed on special trainings where Turkmen alabays (shepherd dogs) were involved. The dogs demonstrated invaluable service during the training in capturing the criminals and search for drugs and explosive substances.

President Gurbanguly Berdimuhamedov ordered to establish specialized centres for professional training of alabays, which later can assigned for service to profile structures of law enforcement agencies.

Expressing the satisfaction of the course of fundamental reform in military sphere, which is aimed at consolidation and improvement of facilities and equipment base of national army, training of professional military personnel, establishment of necessary conditions for proper service and comfort life of military staff, the Head of the State focused the attention on the importance of improvement of combat training and patriotic education.

After, Head of the State Border Guard Service B. Gundogdiyev reported on the work for protection of country's border as well as course of construction of new modern buildings of border guard posts.

Defining priority tasks of the State Border Guard Service, the Head of the State noted that all necessary conditions for efficient service and proper life and rest of military personnel have to be made at new facilities of the border guard posts.

After, Minister of Internal Affairs I. Mulikov reported on the situation in the structures under his supervision, measures for prevention of crimes and support of public order in the country as well as combined measures for fire safety and prevention of traffic accidents. The work undertaken together with public health and non-governmental organizations for elimination of bad habits is separate direction of the activity.

Having emphasized the importance of work carried out by the personnel of internal affairs for prevention of any types of crimes, President Gurbanguly Berdimuhamedov mentioned the ir input into consolidation of the bases of the independence of the state, support of law and order, which serve as a foundation of civil peace and national harmony in society. The Leaders of the MIA received number of instructions related to improvement of work for provision of fire and traffic safety.

General Prosecutor A. Halliyev reported on the situation in his structure and measures undertaken for the last month for improvement of qualification of prosecution personnel who carry out permanent control of strict adherence to the legislation.

Supreme Commander of the Armed Forces demanded to continue undertaking all effforts for provision of strict compliance to the law by the representatives of government and private structures.

Chairman of Supreme Court B. Chariyev reported to the Head of the State on the work for the period under review for improvement of judicial system and measures undertaken in accordance with international law standards.

Turkmenistan is legal democratic State where the law is above all, - the Head of the State noted, having given specific assignments for further improvement of judicial system and existing laws.

After, Minister of National Security D. Bayramov reported on dedicated measures undertaken in January for consolidation of the bases of national security and support of favourable social and political climate in the country.

Having highlighted crucial role of the Ministry of National Security in protection of national interests, President Gurbanguly Berdimuhamedov requested to continue undertaking all measures for provision of peaceful and prosperous life of Turkmen citizens.

Chairman of the State Custom Service M. Chakiyev reported on the situation in the structures under his supervision and the work carried out in the last month according to the assignments of the head of the State for enforcement of custom control.

Defining the main targets of the Custom Service, the Head of the State named selection and assignment of personnel and modern organization of work of custom terminals among the priority ones.

Chairman of the State Migration Service M. Nobatov reported on the situation in his organization.

Having given specific assignments for improvement of work, President Gurbanguly Berdimuhamedov highlighted the necessity of permanent improvement of the activity of all links of the Migration Service, which is summoned not only to control foreign citizens arriving to the country but also to support the image of Turkmenistan as hospitable country, which implements open doors and constructive beneficial cooperation policy.

After, the Minister of Justice B. Muhammedov informed on the work in January for comprehensive improvement of legislation base and bringing it in accordance with international standards.

The president of Turkmenistan highlighted the necessity of most detailed study of the best world practices and its active implementation during development of new and amendment of existing legislation acts.

Speaking to the participants of the session, president of Turkmenistan, Supreme Commander of the Armed Forces of the country, Army General Gurbanguly Berdimuhamedov requested to continue to hold under permanent control all issues related to strict adherence of disciplinary order in all structures of military and law enforcement agencies and consecutive improvement of professional level of military personnel.

Range of other issues, on which appropriate decisions were taken, were reviewed during the session.
