Starting the agenda of the session, President Gurbanguly Berdimuhamedov gave floor to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov who informed that Turkmenistan was elected to the UNICEF Executive Council for 2018 � 2020 as well as to the Commission on the Status of Women for 2018 � 2020 during the session of the United Nations Economic and Social Council on April 19.
In this regards, the head of the MFA cordially congratulated the Head of the State on new foreign policy victory.
The Head of the State assigned Chairperson of the Mejlis A. Nurdberdiyeva, Vice-premiers A. Garajayev, S. Toyliyev and R. Meredov to undertake necessary activities together with competent international organizations of the UN for participation of Turkmenistan in the work of the above-mentioned structures and to present relative report.
The Vice-premier also reported on the work for establishment of the UN Agency on Cooperation in Sustainable Development in Ashgabat.
It was mentioned that Turkmenistan, being committed to international versatile partnership with the UN, makes big contribution to achievements of the Goals of Sustainable Development adopted during the UN World Summit in 2015. The initiatives proposed by Gurbanguly Berdimuhamedov during large forums received universal support and recognition of the world's community, what was reflected in important international documents.
The Ministry of Foreign Affairs together with the UN Economic and Social Department, the UNDP and other specialized structures carry out the work for establishment of the above-mentioned Agency in Ashgabat.
The Head of the MFA also reported on foundation of the Scientific and Methodological Centre for the Goals of Sustainable Development.
Summing up the report, the Head of the State highlighted that consolidation and expansion of multi format cooperation with the UN is invariably one of the key vectors of foreign policy course of neutral Turkmenistan. Our country took direct part in the process of development of new global strategy of sustainable development for the period after 2015, being in the group of the countries selected on the UN level for conducting of relative national consultations.
Speaking of this, President Gurbanguly Berdimuhamedov confirmed the commitment of Turkmenistan to constructive partnership with the United Nations in reaching the Goals of sustainable development and efficient cooperation in the UN format meeting the interests of global peace, prosperity and progress.
In this relation, the Leader of the Nation requested the Vice-premier to work thoroughly over all subjects related to foundation of the UN Agency for cooperation in the sphere of sustainable development and relative Scientific and methodological centre.
Chairperson of the Mejlis A. Nurberdiyva informed on the current activity of National Parliament for further improvement of national legislation and development of international cooperation in law-making sphere.
Under development of international and inter-Parliamentarian relations, the deputies of the Mejlis met with the delegation of the European Union on April 19 and discussed the plans for further cooperation in different directions, use of broad opportunities of parliamentarian diplomacy in closer relations of countries and people.
Having noted that law-making activity is a key instrument of successful realization of large-scale state programmes, President Gurbanguly Berdimuhamedov stressed the attention of the deputy corps o actual directions of the Parliament work, which is to enhance the increase of life level of Turkmenistan citizens, consolidation of civic institutes and establishment of democratic values in the society.
The Head of the State also pointed at the necessity of further expansion of international cooperation and inter-Parliamentarian relations.
Further, Deputy Chairman of the Cabinet of Minsiters S. Toyliyev reported on the work undertaken by public organizations for preparation to the coming memorable dates including honouring of the veterans on occasion of the Victory Day.
In this relation, the President signed the Resolution On awards on occasion of the 72nd anniversary of the Victory in 1941 � 1945 war, having given instructions for organization of celebration events on the highest level.
The Head of the State noted that our country has necessary equipment and facilities base for breeding and training of ahalteke horses, conducting of races and international tournaments. It is necessary to intensify scientific works in the sphere of domestic horse breeding, - the President highlighted and instructed to establish the Scientific centre for study of ahalteke breed under Turkmen Agricultural University.
Having focused the attention of topical issues in development of equestrian branch, President Gurbanguly Berdimuhamedov proposed to found the Academy of Ahalteke Horse Breeding in Turkmenistan and gave assignments to the relative leaders to work on this matter.
After, the floor was given to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov who reported on the activity of the sphere under his supervision, particularly on the measures undertaken for improvement of competitiveness of national economy, efficiency of management of government property and arrangement of leasing relations.
It was informed that according to the new edition of the Law of Turkmenistan On Lease, the Cabinet of ministers approves the process of handover of the state property to leasing. In this relation, at present moment, the development of this document defining the conditions of the agreements, registration process, responsibilities of leasers and leases as well as range of other subjects is carried out.
Having highlighted the necessity of undertaking of complex measures aimed at the development of leasing services in Turkmenistan, the Head of the State instructed to coordinate the project of leasing of the state property with relative structures and addressed the Vice-premier with specific instructions.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the activity of entrepreneurship sector for infrastructural development of Avaza National tourist zone.
Members of the Union of Industrialists and Entrepreneurs proposed the construction of double-store cottages as well five entertainment complexes with pools, sport and children playgrounds and food courts.
Resort zone of international class is developed to make favourable conditions for organization of the recreation in seaside region, - the Head of the State highlighted, having mentioned large contribution of domestic entrepreneurs in this work.
Further, Deputy Chairman of the Cabinet of Ministers B Ereshov, supervising industrial sector of national economy, reported on preparation of the 8th session of Intergovernmental Turkmen � Belarusian Commission for economic cooperation planned to be held in Minsk on May 10-11.
Having stressed the attention on the necessity of maximum involvement of the capabilities of both countries, which have strong resource base and developed infrastructure for implementation of new projects, the Head of the State gave the assignments to the Vice-premier on high-level of conduct of the above-mentioned session.
During the report, the Vice-premier presented the samples of textile items made by domestic designers with the symbols of the forthcoming V Asian Indoor and Martial Arts Games to the attention of the Head of the State.
Having approved presented models, President Gurbanguly Berdimuhamedov mentioned the importance of broad popularization of V Asian Indoor and Martial Arts Games for their successful organization and conduct.
Deputy Chairman of the Cabinet of Ministers E. Orzageldiyev reported on seasonal agricultural works as well as on fulfilment of the assignments given by the Head of the State and organization of events dedicated to the Turkmen Horse Holiday.
Having listened to the report, the President of Turkmenistan stressed the attention of Vice-premiers E. Orazgeldiyev and D. Amangeldiyev on the priorities of ecological policy.
It is necessary to expand sowing areas, undertake necessary measures for rational use of water, land and biological resources and natural protection. It is also necessary to pay utmost attention to the subjects of protection of biological diversity and natural landscapes, combat the desertification and ecological awareness of the population, - Head of the State highlighted. The President of Turkmenistan also requested to activate the work for development of natural sanctuaries as specially protected zones having large scientific and cultural significance.
The Head of the State mentioned the necessity of planting of mulberry trees along the karakum River banks what would improve ecological condition of the city and promote the development of sericulture in the country.
Having pointed D. Amangedliyev on the shortfalls during the construction of the buildings including in Tyaze Zaman living complex, the Head of the State gave instructions to eliminate them.
President Gurbanguly Berdimuhamedov also addressed the assignments to the Vice-premier on organization of the events dedicated to celebration of Turkmen Horse Holiday.
In his turn, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the work on the project of construction of basalt fibre and building materials plant in Balkan Velayat.
The proposal on construction of the above-mentioned plant in Kiyanly settlement area, where currently large industrial centre is formed, was presented for review to the head of the State. In this regards, the Head of the State gave number of specific objectives to the Vice-premier.
Next, the floor was given to Deputy Chairman of the Cabinet of Ministers D. Amangeldieyv who presented the list of the industrial, cultural and social buildings and facilities planned to be opened in 2017.
It was mentioned that the list includes 586 different buildings and facilities to the total amount of 6.7 billion US dollars. They are built according to the Resolutions of the Head of the State by the administrations of Ashgabat and regions, ministries and departments of the country, the Union of Industrialists and Entrepreneurs. The document is developed for improving the monitoring of timely and high quality works and realization of the programmes of social and economic development of the country.
The Vice-premier also reported on high rates of construction of living, social and cultural facilities using advanced technologies, work for development of road and transport infrastructure, improvement of architectural and urban planning image of Ashgabat. As for today, reconstruction of 56.52 kilometres of automobile roads was accomplished, 18 bridges, 32 and 18 underpasses and overpasses accordingly were put into operation. Dismantlement of existing and installation of new engineering networks of water supply and sewage are continued.
Having signed the direction of approving of the list of industrial, social and cultural buildings and facilities planned to be opened in 2017, President Gurbanguly Berdimuhamedov highlighted absolute importance of this work and instructed to increase the control over the construction in Ashgabat.
Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on preparation to International Transport and Logistics Conference to be held in Avaza National tourist zone on May 4 � 5. Representatives of different foreign transport and logistic companies, international organizations, government structures and investors applied for participation in the forum.
Information on the work for preparation to symbolical accessories for decoration of vehicles to be involved during V Asian Indoor and martial Arts Games in Ashgabat in September 2017 was given during the report.
Deputy Chairman of the Cabinet of Ministers A. Garajayev reported on preparation to the Days of Culture of the State of Palestine in Ashgabat on May 3 � 5. Having expressed the confidence that the Days of Palestine Culture in Turkmenistan would serve to comprehensive expansion of interstate relations initially based on traditions of friendship and meeting the interests the people of both countries, the leader of the nation ordered to provide high organization level of the forthcoming action and gave specific instructions to the Vice-premier in this regard.
The Vice-president also reported on cultural programme planned on occasion of the Turkmen Horse Holiday observed on the last Sunday of April.
Some other issues of the state life, on which relative decision were taken, were reviewed during the session of the Cabinet of Ministers.
