Session of the State Security Council addressed the current issues related to the security, defence and law enforcement agencies for the period of holding the Games “Ashgabat 2017”

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Gurbanguly Berdimuhamedov convened an extraordinary session of the State Security Council to consider the implementation of urgent tasks faced by the security, defence and law enforcement agencies of the country, and identify priority areas for further modernization of the material and technical base of these departments. The main items on the agenda included the readiness of the security, defence and law enforcement agencies to maintain security during the Games Ashgabat 2017.

Opening the meeting, the leader of nation noted that September 17 will mark the beginning of an important event of international importance - the beginning of the 5th Asian Indoor and Martial Arts Games. During this period, visits of numerous high-ranking guests, the heads of state, representatives of international organizations and other responsible persons are expected. Turkmenistan as the host country of the Games Ashgabat 2017 must ensure complete security for the Games period. In this connection, intense working conditions is announced for military and law enforcement agencies in all regions of the country from August 17 to September 27, President Gurbanguly Berdimuhamedov said, signing the relevant Order.

For this period, all the security, defence and law enforcement agencies should work on a round-the-clock basis, the borders are to be closed, visa procedures shall be limited, and customs control shall be strengthened. Other measures shall be taken to ensure, inter alia, safety of the forthcoming Games. Permissions to enter the country and travel abroad will be given to individuals with regard to the issues of a private and social nature, as well as to participate in previously agreed international events. In exceptional cases, these issues will be considered by a special commission. All international exhibitions and events to be organized in Ashgabat during this period will be postponed to a later date. We express our gratitude to the heads of other states for understanding these issues, the President of Turkmenistan said.

During the session, Secretary of the State Security Council, Minister of Defense Ya. Berdiyev reported on the steps taken as part of the Military Doctrine aimed at strengthening the defense capability of Turkmenistan and strengthening the national army's potential. The report included the information on raising qualification of the personnel and training of professional military specialists. A separate topic was the issues of preparation for the Games Ashgabat 2017.

Focusing on the main aspects of activities carried out by the Ministry of Defense, President Gurbanguly Berdimuhamedov pointed to the necessity to create all conditions for the successful service and comfortable life of military personnel and members of their families. Among the most important areas the head of state outlined the patriotic education of young soldiers. Particular emphasis was made on security issues for the period of the 5th Asian Indoor and Martial Arts Games.

Chief of State Border Service B.Gundogdyev reported on the state of affairs in the organizations he is in charge of, in particular, the frontier post buildings and facilities modernization progress.

Stressing the importance of a contribution made by border guards to maintaining peace and tranquility in the Turkmen land, the leader of nation emphasized that, in addition to their main duties of defending the Homeland's borders, they must pay much attention to ensuring a climate of trust and mutual understanding with the neighboring states.

During the meeting, President Gurbanguly Berdimuhamedov gave a severe reprimand to the Chief of the State Border Service for the relaxation of discipline and order in structural divisions headed by him. The Supreme Commander-in-Chief of the Armed Forces of the country also signed the Decree on demotion of Major-General B. Gundogdyev to the rank of Colonel.

Minister of Internal Affairs I.Mulikov informed on work to prevent violations of the law, as well as to ensure the legal rights and freedoms of citizens. A special emphasis in the report was on the upcoming in September events to take place as part of the annual month's campaign Traffic safety - the tranquility of our life.

The head of state pointed to the necessity to strengthen control over activities of the MIA structural units. The topical areas of work include the organization of actions to prevent fires, raising awareness with regard to standards of behavior on the roads, as well as popularization of a healthy lifestyle among the population.

Attorney General B.Atdayev reported on the state of affairs in the area of activity he is entrusted with, and measures taken to strengthen discipline in the public prosecution agencies.

The Supreme Commander-in-Chief of the Armed Forces of the country demanded to make every effort to ensure the unconditional supremacy of Law and its strict observance by representatives of both state and private sectors. President Gurbanguly Berdimuhamedov also instructed to carry out coordinated activities jointly with other law enforcement agencies to maintain law and order during the 5th Asian Games.

Summarizing the report of Minister of National Security D. Bayramov on the work to ensure a favorable social and public climate, the head of state emphasized the importance of well-coordinated work of all the MNS units in this area, having given a number of specific instructions.

Chairman of the State Customs Service Y.Soyegov was instructed to take the necessary measures to increase the efficiency of ongoing work, in particular, to ensure thorough inspection of cargo crossing the customs border of Turkmenistan.

Emphasizing that the organizational level of receiving the growing number of foreigners visiting our country depends on the accurate work of the State Migration Service employees, President Gurbanguly Berdymuhamedov drew the attention of Chairman of State Migration Service M.Nobatov to the issues of rendering migratory services up to the mark, including the registration of the relevant documents of foreign guests coming to the 5th Asian Indoor and Martial Arts Games.

Director of the State Service of Turkmenistan for Combating Economic Crimes M.Chakyev reported on the work to implement the provisions of the State Anti-Corruption Program.

The activities carried out to detect, terminate, solve and investigate crimes that have harmed the State must be conducted in accordance with the provisions contained in the national legislation, the Turkmen leader said, having instructed to intensify work in this area during the Games Ashgabat 2017 in cooperation with the military and law enforcement agencies.

Minister of Justice B.Muhammedov, in turn, reported on activities of the department headed by him, as well as on concrete steps taken to carry out further reforms in the legislative framework of Turkmenistan.

Emphasizing the importance of the ongoing work, the President of Turkmenistan pointed out that the most crucial tasks faced by this Ministry today include the implementation of world jurisprudence practice and its active study by local lawyers. The head of this ministry was also instructed to carry out, jointly with the relevant authorities, the well-concerted activities during the 5th Asian Games.

Summarizing the session, the head of state pointed to the necessity to systematically improve the work of the security, defence and law enforcement agencies, which have a key role in maintaining peace, stability, law and order in the Turkmen land.
