TATNEFT to restart 300 idle oil wells in Turkmenistan

On October 26, President Gurbanguly Berdimuhamedov held a meeting with the leaders of the oil and gas complex and representatives of PJSC Tatneft (Tatarstan), who arrived in Ashgabat to participate in the XXVI International Conference “Oil and Gas of Turkmenistan-2021”. The head of the State Concern "Turkmenneft" Guichgeldy Baygeldiev presented information on the modernization of the Goturdepe and Altyguyi fields located in the Balkan velayat. It is noted that "due to the complex geological structure and numerous faults, the Goturdepe field is divided into four parts: Central, Western, Eastern and Northern".

The official presented a proposal prepared with Tatneft for consideration by the president. In particular, within the framework of the current contract, it is envisaged to conclude an Additional Agreement for the repair and commissioning of at least 300 idle and planned wells . Based on the results of seismic exploration, a unified database was created, a three-dimensional model of the Goturdepe field was built and 52 exploration wells were drilled. Corresponding work will be carried out at the Altyguyi field.

On November 26, 2020, Gurbanguly Berdimuhamedov signed a Resolution “On the conclusion of an additional agreement for the provision of services to increase the flow rate ( well flow rate - the volume of production produced from a well per unit of time, - ed. ) Of oil wells of the Goturdepe field. According to the document, Turkmenneft will conclude an additional agreement to the contract with Tatneft on the performance of services to increase the flow rate of wells at Goturdepe. On December 18, 2020, the President of Tatarstan Rustam Minnikhanov announced that the expansion of the Tatneft project in Turkmenistan would make it possible to additionally produce more than 770 thousand tons of oil.

Nail Maganov, General Director of TATNEFT, reported on work at a number of fields in Western Turkmenistan. The businessman presented "specific work, the implementation of which will double the volume of oil production at the country's fields, " notes TDH. Information was also provided on the operator 's envisaged investments in the Goturdepe field and approximate indicators of the contribution to the GDP of Turkmenistan from its development .

Gurbanguly Berdimuhamedov instructed specialized specialists to study the proposals of TATNEFT from technical, economic and commercial points of view and analyze their compliance with the legislation of Turkmenistan and the interests of the parties.

Baigeldiev and Deputy Prime Minister Shakhym Abdrakhmanov, who is in charge of the oil and gas industry, were ordered to accelerate work to attract foreign investment to the oil and gas industry, conclude new service contracts and accelerate the overhaul of existing wells.

The president regularly expresses dissatisfaction with the work of the industry and gives the responsible officials the same instructions. In mid-summer, Gurbanguly Berdimuhamedov was unhappy with the decline in oil and gas production. At a meeting of the Cabinet of Ministers on September 10, the president ordered Shakhym Abdrakhmanov to increase oil production, resolve issues of full capacity utilization of oil refineries, and intensify efforts to attract investments in the oil and gas complex.
