The first meeting of the Constitutional Commission on the creation of a bicameral parliament in Turkmenistan

President Gurbanguly Berdimuhamedov held the first meeting of the Constitutional Commission on the development and synthesis of proposals in connection with the introduction of amendments and additions to the Constitution of Turkmenistan.

The head of state at the meeting signed the first resolution of the commission approving its work plan and appointing the chairman of the Mejlis (parliament) Gulshat Mammedova as deputy chairman of the Constitutional Commission.

The President of Turkmenistan spoke at the first meeting of the Constitutional Commission identifying its goals and objectives. According to the head of state the main task of the commission is to prepare amendments and additions to be introduced into the relevant articles of the Constitution of Turkmenistan. In this regard the commission should clearly establish that the Mejlis consists of two chambers ensure their creation accurately determine their rights obligations powers and terms of office.

According to the president legal provisions and norms in this area should be developed taking into account the national experience in managing the state as well as based on international practice.

Berdimuhamedov also noted that the Constitutional Commission should conduct this work in close cooperation with the Mejlis the Cabinet of Ministers relevant ministries and sectoral departments political parties public organizations local authorities and citizens.

Based on the results of work ahead in this area it is planned to prepare a draft Constitutional Law on amendments and additions to the Constitution of the country and propose it for consideration at a meeting of the Halk Maslakhaty (People's Council) in 2020 the head of state emphasized.
