A conference and the opening ceremony of the Training Center on priority areas of diplomacy in our country took place at the Institute of International Relations of the Ministry of Foreign Affairs.
The creation of the new Center was initiated by President Gurbanguly Berdimuhamedov at the extended meeting of the Cabinet of Ministers on December 20. In the context of the priority vectors of the foreign policy strategy of Turkmenistan, the head of state noted the increased role of transport and energy diplomacy. Our country has already gained some experience in this area. But time does not stand still and requires the development of scientifically based approaches, the training of qualified specialists who must understand the task well and conduct concrete and comprehensive negotiations with partners, President Gurbanguly Berdimuhamedov said.
To this end, it was decided to establish a special Training Center in the structure of the Institute for International Relations of the Ministry of Foreign Affairs on the most relevant areas of Turkmen diplomacy. With the opening of the Center, the training of highly qualified personnel in the field of international relations will reach a new level, the research and analytical work carried out at the Institute will be improved, the practical component of the university will be strengthened in accordance with the objective requirements of the time.
The conference, dedicated to the 10th anniversary of the IMO, was attended by the heads of diplomatic missions accredited in the country, Turkmenistan's embassies abroad, members of the national parliament, political scientists, representatives of authoritative international organizations and structures, a number of ministries and departments, public organizations, the media, and faculty composition and students of domestic universities.
The reports of the speakers described the main stages and results of the Institute's work, as well as discussed the further activities of the university in the context of the execution of instructions from President Gurbanguly Berdimuhamedov assigned to the Ministry of Foreign Affairs.
The decision taken in 2008 to create a higher education institution in the country, designed to train specialists in the field of international relations, was a timely and far-sighted step dictated by both the objective needs of Turkmenistan's domestic development and international realities, the conditions of the modern, dynamic global processes.
Proclaiming the course of broad cooperation, openness of Turkmenistan to the outside world, the head of state proceeded from the fact that the realization of these goals will require the training on a systematic basis of qualified specialists in international affairs, true professionals who are able to represent our country on the world stage in a worthy manner. These tasks were entrusted to the Institute of International Relations, the speakers noted.
The past period has demonstrated that the development of the university, the approaches to the formation of its educational process were chosen in accordance with the requirements of the time. Currently, the Institute's core orientation responds to the priorities of international cooperation of Turkmenistan, the tasks of its full integration into modern world processes.
Speakers noted that in ten years, 470 specialists had been released from the walls of an educational institution who successfully work in various fields - diplomacy, economics, law, finance and banking, and the media. In accordance with the initiatives of President Gurbanguly Berdimuhamedov aimed at the constructive development and strengthening of the foreign policy course, the methods of teaching disciplines are enriched at the Institute, scientific and research work is being conducted.
An important element of training is the active involvement of experienced specialists of the central office of the Foreign Ministry, managers and employees of embassies, consulates and representative offices of Turkmenistan at international organizations who regularly give lectures and hold seminars in the educational process. Veterans of the diplomatic service, who share their rich practical experience with students, make a special contribution to the activities of the university.
Thanks to the attention of President Gurbanguly Berdimuhamedov, IMO has a solid material and technical base. In September 2011, it opened its new building, equipped with the most modern equipment, high-tech computer classes and classrooms, allowing the use of innovative teaching methods.
The main factor for the success of this university is its expanding international relations. At present, on the basis of signed agreements, the Institute maintains effective cooperation with specialized institutions of higher education, diplomatic academies and schools of a number of states.
Among the partners are such well-known and reputable educational institutions as the Moscow State Institute of International Relations of the Russian Foreign Ministry, the Institute of Diplomatic Service of the Indian Foreign Ministry, the Institute of Political and International Studies of the Iranian Foreign Ministry, the Diplomatic Institute of Romania, the National Institute of the Diplomatic Service of the Foreign Ministry of Argentina and many others.
The Institute actively cooperates with representative offices of reputable international organizations located in Turkmenistan. As Ms. Natia Natsvlishvili, Acting UN Resident Coordinator and UNDP Resident Representative in our country, noted in her speech, over the past years, the Institute of International Relations has become the main partner of the United Nations office in Turkmenistan in working with students.
An example of this is the numerous events held at the university. Among them are student debates on various topics, lectures conducted by representatives of UN agencies in Turkmenistan and international experts, thematic exhibitions, conferences and round-table meetings on topical issues on the world agenda.
The main focus of UN cooperation and the Institute of International Relations is to promote and raise awareness of the general public about the 2030 Agenda in the field of sustainable development and its Goals, Ms. Natsvlishvili said. A vivid example is the holding of a month of events on the Sustainable Development Goals in October 2018 to commemorate thousands of days from the adoption of the global Agenda 2030. Along with the Institute of International Relations, this event involved hundreds of students from all leading educational institutions in the country.
In addition, events such as the UN Debate, the UN Model, workshops on Sustainable Development Goals, training for representatives of the banking and private sectors on innovative forms of financing for the SDGs, the Young Ambassadors of the SDGs competition, etc. were held. Thus, through fruitful cooperation was able to spread knowledge about Agenda 2030 among the population, including also children, Ms. Natsvlishvili stressed.
Noting the timeliness of the decision of the head of state to open it, the participants of the celebration stressed that the work of the new Center will increase the research and intellectual potential of one of the leading universities of Turkmenistan.
Today, the first classes on energy, water and transport diplomacy of Turkmenistan were held, based on the system of modern views of President Gurbanguly Berdimuhamedov on global issues.
