Turkmen diplomats, heads of diplomatic missions accredited to our country, leaders of relative ministries and departments took part in the meeting.
The participants highlighted that our country led by President Gurbanguly Berdimuhamedov pursues peace-loving foreign policy course aimed at expansion and consolidation of comprehensive cooperation with different states and competent international structures. Taking an active part in solution of urgent issues of the world politics, Turkmenistan proposes new approaches, presenting itself as a state, which invariably stands for broad cooperation with all interested parties. Migration issues, provision of shelter, refugees and stateless persons' rights are considered by our country as key aspects of cooperation in humanitarian field.
Noting that this range of problems is one of the most important in international politics and embraces many aspects of multilateral partnership not only in humanitarian but in political, social and economic spheres as well, the participants focused the attention on the roles of the UN and its specialized branches and institutions, the International Organization for Migration and other competent structures.
In their speeches, Regional Representative, Regional Coordinator of the UNHCR in the Central Asia Yasuko Oda, Regional Coordinator of the Sub-regional Office of the International Migration Organization for the central Asia, Head of the Office of the IOM in Kazakhstan, Kyrgyzstan, Turkmenistan and Uzbekistan Deyan Keserovich highly appreciated large-scale activity of our country and initiative role of President Gurbanguly Berdimuhamedov in solution of important issues of the present including in migration sphere.
In their turn, national experts introduced practical work and steadfast measures undertaken in our country for realization of international treaties and agreements in provision of human rights.
Having joined main international legal conventions of the UN including the Convention on Refugees and its Protocol, on Stateless Persons and on Reduction of Statelessness, our country practically proves the commitment to undertaken obligations as well as to the principles of humanity put into foundation of the state policy led by Presdient Gurbanguly Berdimuhamedov. for the years of the independence, legislation base in this field was supplemented by the Laws of Turkmenistan On Migration, on Citizenship, On Refugees, which regulate legal status and guarantee the rights and freedoms of migrants, refugees and stateless persons.
Turkmenistan became the second Motherland for people who by some reasons had to leave their native countries. Following universal standards of international law and national traditions, our country establishes all conditions for migrants, refugees and stateless persons.
This is indicated by the following facts. More than 13 000 people, where 9 500 refugees, received the citizenship of Turkmenistan on voluntary basis in 2005. Besides, more than 3 000 people received residence permit, where 1800 of these people are also refugees. 4 000 people received the citizenship of Turkmenistan in 2011 and 2013 and 786 people in 2014. Another 361people permanently residing in our country and having no citizenship received passports in 2015. The signing of the Decree on Naturalization of Turkmenistan Citizenship to other 1 381 people by President Gurbanguly Berdimuhamedov on December 9, 2016 was another important step in this direction.
For fulfilment of the commitments stipulated by the Conventions on Legal Status of Refugees and on Stateless Persons as well as for implementation of the rights and freedoms of refugees and stateless persons residing in the country, new identification and travel documents for refugees and stateless persons as well as resident permits were introduced to the practice by the resolution of the president of Turkmenistan. These documents meet the requirements of the ICAO. At the same time, all refugees arriving to our country are provided with accommodations and work, they receive land plots in rural areas and their living and social issues are being successfully solved.
Speaking of the prospects of joint cooperation of our country with the Regional Office of the UNHCR and IOM, the participants mentioned that currently, the work on activity plan for 2017, embracing such fields as migration and development, migration and health care, migration and emergency situations, migration and human trafficking, is carried out. Implementation of planned activities, which meet the targets and issues of global development, will promote further consolidation of international cooperation in this direction.
