The Ministry of Foreign Affairs of Turkmenistan will develop the concept of presidency of Turkmenistan in the Energy Charter in 2017

At the meeting of the Cabinet of Ministers which took place last Friday, the President Gurbanguly Berdimuhamedov signed the resolution, having created the organizing committee on carrying out in Turkmenistan and abroad the international actions connected with presidency of Turkmenistan in 2017 at the Conference on the Energy Charter and also approved its structure.

According to the resolution, the Ministry of Foreign Affairs of the country is offered to create together with the Energy Charter the concept of presidency of Turkmenistan in 2017 on Conferences on the Energy Charter, and also the agenda and the program of the international actions which are coming in Turkmenistan and abroad.

This document is also offers the State Committee on television, broadcasting and cinematography and the state news agency to elucidate these actions at the high level in media.

As it was noted at the meeting of the government, on the conference proceeding on the Energy Charter which took place in Tokyo on November 25-26, 2016 Turkmenistan it was unanimously elected the chairman of this structure in 2017. The draft of the actions plan, planned for 2017 in Turkmenistan and abroad was developed for accomplishment of the forthcoming obligations.

Now at the initiative of the President of Turkmenistan extensive international dialogue is adjusted, during it the complex of the questions connected with energy security is considered.

In 2007 at the 62nd session of General Assembly of the UN the President Gurbanguly Berdimuhamedov read the offer on creation of the new international legal mechanism on ensuring energy security. In 2008 and 2013 of the UN special resolutions on reliable and stable transit of energy carriers on the world markets were adopted, in them the basic principles and approaches to development of constructive partnership in this sphere were stated.

Developing interaction with the largest international organizations, Ashgabat repeatedly became the venue of multilateral meetings at which urgent aspects of an energy cooperation were discussed. In December, 2014 together with this structure the Ashgabat Forum "Reliable and Stable Transit of Energy Carriers" was organized, and also the first international meeting of experts in this subject was held. Profile meetings of experts took place also in 2015 in Brussels (Belgium) and Beijing (China), and in 2016 � in Tirana (Albania).

During chairmanship in the Energy Charter Turkmenistan plans to pay special attention to the following directions: to conversion of hydrocarbon raw materials for receipt of finished goods and its export; to use of renewable energy resources; to safe transit of energy carriers; to increase in an energy efficiency and energy saving, and also decrease in impacts on the environment; to stimulation of investments for the purpose of satisfaction of the growing global demand for energy and improvement of the investment climate in the member countries of Energy Charter; to involve other countries to the Charter.

Ashgabat is convinced that in case of implementation of large-scale projects on ensuring global energy security with the compulsory provision there shall be a strict observance of the international standards and standards in which the ecological aspect shall act as priority.

By estimates of the BP company recoverable reserves of gas of Turkmenistan keep 17,5 trillion cubic meters, or 9 percent from total world reserves that puts the country on the fourth place after Iran, Russia and Qatar.
