On October 30, a meeting of the Mejlis (lower chamber) of the Milli Gengesh (parliament) of Turkmenistan (parliament) was held in Ashgabat via video link, at which deputies, members of the Khalk Maslakhaty (upper chamber), members of the Cabinet and ministers considered the draft State Budget for 2022, the preparation of which was led by Deputy Prime Minister Serdar Berdymukhamedov , and summed up the results of the implementation of the 2020 budget, according to the state information agency TDH .
Two weeks before the meeting, President Gurbanguly Berdimuhamedov made his remarks and recommendations to the budget . The head of Turkmenistan once again instructed, when adopting the country's financial plan, " to resolve issues of employment of the population ", as well as "to provide for sufficient funds to continue the construction of facilities and increase the production of import-substituting products."
In addition, Berdymukhamedov instructed to draw up a forecast for GDP growth in current and comparable prices.
According to official figures, the rate of GDP growth between 2015 and 2019 ranged from 6.2 to 6.5%, and in 2020 decreased to 5.9%. However, international financial and rating organizations question the reliability of these data. Formerly IMF and WB stopped using the statistics of the Turkmen government due to their unreliability.
It is reported that the volume of funds allocated to the social sector will be more than 70%; salaries , pensions and benefits will be increased by 10% .
In 2022, the privatization of state property objects, the formation of joint-stock companies, the creation of new industries and jobs will continue .
Following the meeting, the deputies unanimously voted for the adoption of the draft Law "On the State Budget of Turkmenistan for 2022".
The Mejlis also decided to approve the execution of the State Budget of Turkmenistan for 2020 in terms of revenues in the amount of 87,848,186.0 thousand manats and expenditures in the amount of 87,608,676.0 thousand manats.
It was originally planned that in 2020 the revenue side of the state budget should amount to 84.4 billion manats, and the expenditure side - 84.3 billion.
In 2019 , state budget revenues amounted to 83.87 billion manats.
In 2018 - 85.96 billion manats, although when it was compiled, the revenue part was planned at the level of 95.51 billion.
In 2017, out of the planned 103.5 billion manats, the budget received 85.8 billion.
