On July 21, the city of Cholpon-Ata (Kyrgyzstan) hosted the fourth Consultative Meeting of the Heads of State of Central Asia, which was attended by the President of Turkmenistan, Serdar Berdimuhamedov .
As a result of the meeting, the Treaty of Friendship, Good Neighborliness and Cooperation for the Development of Central Asia in the 21st century was adopted, which was signed by the President of Kyrgyzstan Sadyr Japarov , Kazakhstan – Kassym-Joomart Tokayev and Uzbekistan – Shavkat Mirziyoyev .
At the same time, it was reported that Tajik President Emomali Rahmon and Serdar Berdimuhamedov would sign this document before the completion of “intrastate procedures” in their countries .
On July 25, the text of the agreement was published on the website of the regulatory legal acts of Kazakhstan .
Here is a summary of the important points of the document, according to which the countries of Central Asia:
- do not interfere in each other’s internal affairs and resolve disputes peacefully;
- support each other in preventing threats to the independence and territorial integrity of countries;
- do not join military blocs directed against contracting parties;
- develop cooperation in the military and military-technical spheres on issues of mutual interest;
- strengthen the role of the UN as the most authoritative and universal international organization;
- coordinate their positions on topical issues of the international situation, as well as issues of strengthening peace and security in Central Asia;
- cooperate in the field of non-proliferation of weapons of mass destruction and refuse to adopt nuclear weapons;
- cooperate in the fight against terrorism, separatism, transnational organized crime, cybercrime, illegal migration, human trafficking, arms and drug trafficking;
- prevent the spread of the ideology of terrorism and extremism, especially among young people, and work to prevent religious intolerance, xenophobia and ethnic discrimination;
- cooperate in the field of rational use of water and energy resources, taking into account the interests of all Contracting Parties;
- make efforts to restore the ecological system of the Aral Sea basin and the regions of the Aral Sea region;
- develop investment cooperation, mutual protection of investments, creation of joint ventures, logistics and infrastructure facilities;
- develop the transit and transport potential of the region through the widespread use of rail, road, air and water communications, as well as through the simplification of administrative procedures for cross-border transportation;
- provide mutual assistance in the prevention and elimination of the consequences of natural disasters and man-made disasters, as well as develop cooperation in combating the consequences of environmental disasters;
- take joint actions to counteract epidemics, natural focal and other dangerous infections.
It was noted that the Agreement is concluded for an indefinite period. After it is signed by the presidents, the document must be ratified in the countries.
