Formation of new generation of the specialists, highly moral with broad scientific knowledge and mature outlook, is main direction of reformation strategy of the State. University scientific network, which is actively formed nowadays, served to solve this objective. The Young Scientists Council at the Turkmen State Institute of Transport and Communication, which successful experience was laid in the foundation of the work of the Young Scientists Centre established at the Academy of Sciences and Magtumguly Youth Organization of Turkmenistan, was the first that started it.
It was President Gurbanguly Berdimuhamedov who initiated the establishment of the Centre. Having specified the priorities of youth policy, the Head of the State gave utterance to the idea on establishment of the Young Scientists Councils at high educational institutions and the Young Scientists Centre at the Academy of Sciences of Turkmenistan and Magtumguly Youth Organization, which is summoned to coordinate scientific and research activity of new intellectual formation.
Setting priority targets to the students, the Head of the State highlighted that they expect efficient studies of our young scientists in current directions of sciences, which affect the development of modern world.
There was a conference in the middle of December, which agenda included the issues of establishment of the Young Scientists Centre at the Academy of Sciences of Turkmenistan and the Central Council of Magtumguly Youth Organization. During the discussion, the participants of the meeting � the students, lecturers, heads of different educational and research departments, specialists of branch institutes, mentioned the currency of innovative vector of the development of youth movement of the country.
The objectives for activation of youth scientific movement under the State programme State Youth Policy in Turkmenistan 2015 � 2020 were defined during the meeting. The focus was made on scientific cooperation between number of universities and comprehensive schools for stimulation of the interest to deep study of basic subjects and scientific activity.
The priorities of youth scientific movement, coordinated by the Young Scientists Centre, were also defined during the forum.
Outcomes of work of the youth conference were reported during the session of the Cabinet of Ministers of Turkmenistan on December 23. President Gurbanguly Berdimuhamedov noted the importance of gradual measures for improvement of training system of scientific personnel and highlighted that provision of conditions for realization of intellectual potential by young scientists, getting quality education and adoption of new technologies are the priorities of the state policy of Turkmenistan.
The activity of the Young Scientists Centre, which was established by the decision taken during the conference in the Academy of Science of Turkmenistan with assistance of Magtumguly Youth Organization, is aimed at solution of these objectives. Representatives of high educational institutes, heads of scientific, and research departments of the country took part in the forum.
The Young Scientists centre is headed by lecturer of Turkmen State Institute of Transport and Communication, leader of the Institute Young Scientists Council Azat Atayev. Teacher of International Oil and Gas University Mergen Amanov and Chairman of Magtumguly Youth Organization of the Academy of Sciences of Turkmenistan Govher Gelenova were elected as his deputy and scientific secretary respectively.
The Head of the Young Scientists Centre and Council of Turkmen State Unstitute of Transpot and Communication Azat Atayev mentioned in the conversation:
- Established centre will be functioning on voluntary basis attracting talented youth to scientific, technical and research activity.
Formation of database and development of the register of scientific laboratories of our country as well as proposal on implementation of innovative potential of young scientists to the state programmes are among the priority directions of work.
There are project of business development centres for promotion of entrepreneurship initiative of young scientists. In formational support of scientific movement will be provided via TV and radio topical programmes, web and print media publications.
We will present the information on the opportunities of scientific potential of young researches in the programmes for development of the economy of the country, promote grants issues and signing of the agreements for fulfilment of priority science topics.
Thus, the Young Scientists Centre will give an opportunity to use scientific potential of the use in development of national economy on one hand and on another hand, it will allow defining actual subjects of study. I would like to note that it was young scientists, 20 � 25 years old, who make considerable input into development of information technologies, which implementation affects the improvement of efficiency of production powers in different sectors of the economy.
