Today, in the conference hall of the Center of Public Organizations of Turkmenistan, representatives of the People's Maslahat of Turkmenistan, Mejlis, Ministry of Foreign Affairs, leaders of public organizations and mass media, teachers and students of higher education institutions, "United Nations Regional Center for Preventive Diplomacy for Central Asia - in the region" a solid foundation of peace, stability, and security" was discussed. The representative forum was organized on the occasion of the unanimous adoption of the Resolution entitled "The role of the United Nations Regional Center for Preventive Diplomacy for Central Asia" at the 60th plenary session of the 77th session of the UN General Assembly held in New York, on the initiative of Turkmenistan.

As President Serdar Berdimuhamedov said in his congratulation to the people of Turkmenistan on the occasion of this remarkable event, this is a clear indication of the high international reputation of the country and the effectiveness of the foreign policy of the state. It is an affirmation of the value and importance of preventive diplomacy. It is also a recognition of the importance of the special political institutions of the United Nations in terms of peace support and world building.

As noted, highly appreciating the coordinating role of the United Nations as a body that regulates international relations, Turkmenistan consistently advocates for the development of strategic cooperation with this organization and has identified it as one of the priority areas of its foreign policy.

As mentioned in the speeches, during the past years, our country has effective relations with the United Nations and its specialized bodies, and important projects and programs in various fields are implemented together with them. Based on the long-term experience of cooperation, these traditional relations are now expanding their scope, addressing new areas of global development and pressing issues, including ensuring peace, security, sustainable energy and transportation, solving economic, social, humanitarian, ecological issues, sustainable development. including areas such as achieving goals.

Turkmenistan, which is firmly committed to the legal status of permanent neutrality and has gained great experience in creating peace during the years of independence, is an important and long-term partner for the United Nations.

The country's unique, international legal status of neutrality, the first in the world, was confirmed twice by the Resolutions of the UN General Assembly. had a positive effect on encouraging large-scale government programs for rapid development. Today, the main principles stemming from the legal status of permanent neutrality are, more precisely, to strengthen global peace and security, to expand friendly and fraternal relations with all interested countries and partners, to ensure sustainable development in the world, to other peoples,

It is no coincidence that December 12 was unanimously declared "International Day of Neutrality" by the initiative of the Turkmen side, which proved in practice that the policy of neutrality directly promotes peace and security at the regional and global levels. In its time, it was confirmed by the relevant Resolution of the UN General Assembly. During the past years of cooperation, our country was the author of a number of other Resolutions on important issues of the world agenda. One of them is the recently adopted Resolution on declaring 2023 as the "International Year of Dialogue as a Guarantee of Peace". This document became a clear statement of the main goals and objectives of the United Nations.

As it is known, the initiative called "Dialogue is a guarantee of peace" promoted by the National Leader of the Turkmen people, Chairman of the People's Council of Turkmenistan, Gurbanguly Berdimuhamedov, aims to strengthen the traditions of the peoples of the world living in peace and mutual trust, to restore valuable principles and positive worldviews, to promote peace, It is aimed at unifying the efforts of the world community in defining the culture of trust as an important condition of international relations.

Recognized as a new philosophy of international relations, this initiative aligns with the UN Secretary General's initiative to establish a New World Development Agenda. That initiative integrates issues such as reducing global strategic threats, investing in conflict prevention and peacebuilding, and supporting regional deterrence.

In 2007, the opening of the UN Regional Center for Preventive Diplomacy for Central Asia in Ashgabat became a clear proof of support for the foreign policy implemented by neutral Turkmenistan. Taking into account the political-legal instrument developed by the organization and effectively using the power of the country's neutrality, the work of this center is aimed at further activating the effective political relations of the countries of the region. The regional center was approved by the UN General Assembly with the support of neighboring countries and members of the Security Council.

During today's meeting, it was noted that during its more than 15 years of effective work, the regional center has shown itself as an effective foundation connecting the United Nations system with Central Asian countries in solving many of the urgent problems of today. The Government of Turkmenistan fully supports the work of this UN body, as well as all its efforts and initiatives, in particular, efforts to promote political-diplomatic relations, prevent conflicts in the region, and strengthen the state of trust. Currently, new forms of cooperation are being established within the framework of the regional center, including the Academy of Preventive Diplomacy, the Dialogue of Women of Central Asian Countries,

On April 16, 2021, at the initiative of Turkmenistan, the adoption of the UN General Assembly Resolution entitled "Position of the United Nations Regional Center for Preventive Diplomacy for Central Asia" will increase the capacity of the UN Regional Center for Preventive Diplomacy for Central Asia. It was an important event in further strengthening its international legal foundations. As mentioned, effective relations established with the countries of the region, regular meetings, first of all, consultative meetings of the heads of states of Central Asia to further develop the political-diplomatic, trade-economic and cultural-humanitarian relations of the parties.

In the speeches, the important role of public organizations in public propaganda work on explaining the meaning of fundamental reforms in the socio-political life of the country, integrated development programs, positive democratic reforms, important initiatives aimed at strengthening the foundations of peace and global security of Turkmenistan was emphasized.

The participants of the meeting expressed confidence that the adoption of the new Resolution of the UN General Assembly will strengthen the powers of the regional center, promote the wide use of effective tools of preventive diplomacy and the implementation of international initiatives of the countries of the Central Asian region.
