Correspondents of Chronicles of Turkmenistan report that the list of higher education establishments, the students of which are allowed to receive Visa money transfers from parents, has been forwarded to Turkmenistan's banks. Regulating the number of universities will impose restrictions on study-abroad students who will be permitted to get financial aid from their parents.
The applicants seeking admission to universities this year and students doing the first and the second years of studies in foreign universities, which are not on the list, will be unable to receive Visa money transfers.
The list comprises Russian and Turkish universities, as well as eight Belarus, six Chinese and a few UK-based universities.
Chronicles of Turkmenistan managed to obtain only the list of Russian and Turkish educational establishments.
It is reported that students of all medical universities, regardless of the country of study, will still be allowed to receive Visa money transfers.
Meanwhile students are still experiencing problems with cash withdrawals from bank cards overseas.
Apart from bank transfers, it is still possible to use Western Union money transfers. Starting from 1 April, the amount of a transfer increased from $100-150 once in two months up to $200. Chronicles of Turkmenistan has previously reported that a ticket, which has a customer's name on it, needs to be collected to make a transfer in order to make sure speculators will not resell them. The waiting list for WU transfers is three months.

Update. As our readers have noticed, the presented list of universities coincides with the list of educational establishments the diplomas of which are acknowledged in Turkmenistan.
Let us clarify. Students from other universities (which are not included in the list), who, upon graduation, intended to stay overseas and not return to their home country, had been previously allowed to receive money transfers on their bank cards. From now onward these prospective students will be unable to get any cash from their parents via official bank transfers.
