Turkmenistan has created the highest representative body – the Halk Maslakhaty

A joint meeting of the Milli Gengesh (parliament) of Turkmenistan and representatives of the public was held in Ashgabat under the chairmanship of the head of the upper house of parliament - the Khalk Maslakhaty (People's Council) - Gurbanguly Berdimuhamedov.

Speaking at the meeting, Gurbanguly Berdimuhamedov noted that on January 11 this year, a joint meeting of the chambers of parliament was held, during which, taking into account the experience of state building of the Turkmen people, the proposals to create the highest representative body in the country - the Halk Maslakhaty of Turkmenistan were unanimously supported. In particular, it was noted that with the formation of the People's Council of the country and the granting of broad powers to it, it would be advisable to abolish the upper house of the parliament of the same name and reorganize the Milli Gengesh into a unicameral parliament, the Mejlis, exercising legislative power in the country.

Then there was a discussion of the issues put on the agenda of the joint meeting of Milli Gengesh and members of the public. The speakers supported the initiatives to reform the system of representative bodies of power in the country, create the Halk Maslakhaty of Turkmenistan and amend the Constitution of the country. The speakers also spoke in favor of electing Gurbanguly Berdimuhamedov as the head of the newly created Halk Maslakhaty and legally securing his status as the national leader of the Turkmen people.

Then, a break was announced at the meeting so that the deputies of parliament could discuss and adopt the draft constitutional laws of Turkmenistan “On amendments and additions to the Constitution of Turkmenistan”, “On the Halk Maslakhaty of Turkmenistan” and “On the national leader of the Turkmen people”, developed by the Constitutional Commission.

The parliamentarians considered the draft constitutional laws, adopted them and sent them for consideration to President of Turkmenistan Serdar Berdimuhamedov. They also supported the proposal to elect Gurbanguly Berdimuhamedov to the post of Chairman of the Halk Maslakhaty of Turkmenistan.

After the break, the joint meeting of the Milli Gengesh of Turkmenistan and representatives of the public of the country continued. The floor was given to Gulshat Mammedova, chairwoman of the Mejlis Milli Gengesh, who said that President of Turkmenistan Serdar Berdimuhamedov considered three draft constitutional laws sent to him, approved them and signed them. Mammedova also said that in accordance with the first part of Article 3 of the Constitutional Law of Turkmenistan “On the Halk Maslakhaty of Turkmenistan”, the chairman of the Halk Maslakhaty of Turkmenistan is appointed by the President of Turkmenistan. In this regard, it was reported that the head of state signed a decree "On the Chairman of the Halk Maslakhaty of Turkmenistan", appointing Gurbanguly Berdimuhamedov as the head of the People's Council. This announcement was met with thunderous applause from the meeting participants.

Then Gurbanguly Berdimuhamedov spoke at the meeting and thanked the participants of the meeting and the people of the country for recognizing the national leader of the Turkmen people and appointing the chairman of the Halk Maslakhaty of Turkmenistan.

The head of the People's Council stressed that Turkmenistan, pursuing a policy of neutrality, will continue to expand bilateral and multilateral partnerships based on mutual benefit and equality with neighboring countries and other states of the world.

“Our state policy is aimed at solving such problems as increasing the volume of gross domestic product per capita, increasing labor productivity, and, ultimately, increasing the income of the population, significantly improving the living conditions of people to the level of the developed countries of the world,” said Chairman Hulk Maslakhaty.

According to him, special attention should be paid to providing the economy with qualified personnel, which is an important task that can be solved by creating an opportunity for Turkmen youth to study in prestigious educational institutions of the world and improving the quality of education in the country's universities.

Gurbanguly Berdimuhamedov also stressed the need to build highways and steel lines, bridges, form transport and transit corridors, including automobile, rail, sea and air routes, increase freight and passenger traffic.

“I rely on the strength of my people,” Gurbanguly Berdimuhamedov noted in conclusion, expressing confidence that each of the Turkmen citizens would make a worthy contribution to the achievements of the Motherland.

At the end of the joint meeting of the Milli Gengesh of Turkmenistan and representatives of the public of the country, members of the government, the Halk Maslakhaty of Turkmenistan, deputies of the Mejlis, heads of military, law enforcement agencies and heads of regions congratulated Gurbanguly Berdimuhamedov on the establishment of the highest representative body of democracy, the election of the Chairman of the Halk Maslakhaty of Turkmenistan and recognition as the national leader of the Turkmen people .
